Duties
This position coordinates and assists with policy formulation, advises executive level leadership and local management on policy development to ensure compliance with Federal and State laws governing policies critical for healthcare administration. The position is responsible for working directly with VISN and VHACO Policy Redesign Departments to ensure the Tomah VAMC is in compliance with directives and laws. They are also responsible for educating managers/supervisors and working with them to create strong policy documents, which may require research, analysis and interpretation of laws, accreditation manuals, and directives.
The work also involves the safeguarding of Government information, such as archived documents, while supporting accountability and transparency. The PDM reports directly to the Director of Quality Management who reports to the Medical Center Director.
Major duties:
- Assists in the writing, development and submission of implementation plans and policy documents that support Tomah VAMC operationalization of programs.
- Assists in the development of policies, processes, instructions, and procedures resulting in far reaching and precedent setting effective methods and initiatives to improve integration, more effective individual and collective performance and standardized procedures across Health Care System operations.
- Focuses on ensuring accountability with directives, laws, statutes, and guidance.
- Manages Tomah VAMC policy and standard operating procedures (SOP) program in accordance with VA and VHA policy, National Archives and Records Administration (NARA) and other applicable federal laws and regulations.
- Responsible for systematically ensuring the control and life cycle of Policies and Procedures that are created and developed throughout the facility.
- Provides expert advice and guidance to senior leaders and management concerning organizational policies.
- Studies the structure and/or functions of Tomah VAMC service lines with interrelated work processes, functions, and relationships in order to resolve complicated substantive problems affecting major programs and requirements.
- Proposes new policies, change, develops and designs approaches/strategies, and organizational effectiveness to improve efficiency.
- Collectively and individually works with chiefs, managers, supervisors and staff at all levels and with all service lines/departments to educate and improve policies affecting patient care, performance outcomes, and effective clinical operations.
- Responsible for managing all facility policy rescission requests. This includes researching each request to verify veracity of request, by reviewing associated Directives and Handbooks.
- Develop facility-specific policy and SOP training materials, as needed, and provide training within the facility to staff, employees, students, contractors and volunteers.
- Initiate and conduct internal compliance reviews, assessments and audits within the facility.
- Ensure processes are in place for the appropriate accounting and sharing of all policy programs and SOP made by the facility.
Expert experience with Microsoft Products. Experience with Adobe Pro and Adobe Reader. Experience with creating and updating of policies. Experience with VHA Directives and Handbooks. Must be self-motivated and work cooperatively as a member of a team. Experience working with multi-disciplinary teams. Flexibility is important as the demands of the department can vary greatly, as well as the ability to quickly prioritize work and think critically.
Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm

Qualifications
You may qualify based on your experience and/or education as described below:
Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels: Bachelor's or graduate level degree with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the healthcare field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement.
In addition to the Individual Occupational Requirement above, the following is the experience and/or educational requirement to qualify at the GS-11 grade level in this occupation.
GS-11 Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Intermediate knowledge of a wide range of qualitative/quantitative as well as analytical/evaluative methods for development and management of major administrative programs; some knowledge of the range of national administrative laws, policies, regulations and precedents applicable to the administration of one or more public programs such as advanced principles and strategies for access improvement, such as Joint Commission, Clinical Management Directive, Scheduling Directive, Consult and Telephone Access to Care Guidance, etc.; satisfactory knowledge in a variety of computer and data management packages and VA databases including those such as Clinic Practice Management Dashboard, VISTA, CPRS, Pyramid, etc.; and baseline knowledge of Federal government policies, regulations, and trends in the areas of management systems, as well as an understanding of the public and private sector trends in health care.

Substitution of Education for Experience GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related, may be substituted for specialized experience to qualify for this grade 11, Health Systems Specialist position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: TRANSCRIPTS REQUIRED.
OR
Combination Education and Experience GS-11: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Health Systems Specialist position may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. TRANSCRIPTS REQUIRED.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
