  • Salary Range: $91,014 - $138,798 annually (Determined by function, education, experience, and qualifications of the applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).

Project Overview:

Bechtel is designing, constructing and commissioning the world's largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.


The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory - as well as operations and maintenance buildings, utilities, other support facilities.


The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.


This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm. Schedule is subject to change, and selected applicant needs to be able and willing to work overtime, weekends and/or holidays, and night shift as business needs arise.


Position Summary:

The HLW Senior Subcontract Coordinator is assigned to the field construction organization. This position shall be performed under the day-to-day direction, control, and supervision of WTCC. Ensures that assigned construction operations and subcontractors' performance comply with specifications and within schedules and budget.


Responsibilities include, but not limited to
:

  • Interface between Construction Subcontracts, Turnover, Startup and Operations.
  • Supervise the contracting, modification or repair of any completed subcontract commodities that do not meet Turnover criteria.
  • Ensure subcontracted commodities or facilities have met all requirements for Turnover.
  • Operate with considerable latitude, exercising independent judgment, and utilizing construction knowledge and experience in resolution of typical questions and problems, which may arise.
  • Technical oversight of assigned subcontractor's safety, quality, schedule, and coordinated execution of the subcontractor's scope of work.
  • Support Subcontract Formation and BEA (Bid, Evaluate, & Award) Process.
  • Monitor and Report Subcontractor's Cost and Schedule Performance.
  • Monitor the subcontractor's daily progress.
  • Monitor and inspect the subcontractor's quality of work.
  • Validate subcontractor's monthly progress payments and invoices, monitor subcontractor Force Account and TM Reports, and coordinate subcontractor's activities with work performed by others.
  • Support turnover of subcontract commodities to Startup/Operations.
  • Support the team for the review and turnover of subcontracted commodities/facilities.
  • Support review of completed subcontractor work, prepare work for turnover to Startup/Operations.


Basic Qualifications:

  • Bachelor of Science Degree in Engineering or a related science with 9+ years of experience. In lieu of degree, 15+ years of appropriate training and experience.
  • Possess the right to work and remain in the US without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a site security badge for access to the worksite.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.


Minimum Qualifications:

  • Experience in technical coordination of subcontracts or Field Engineering.
  • Experience in developing and leading teams Strong background in supervision and leadership.
  • Experience in inspection and testing.
  • Strong experience on NQA-1 projects.
  • Strong understanding of change management and configuration control processes.
  • Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
  • Strong understanding facility system completion walk-downs, punchlist management, turn over packages and routine interface with Start-Up.
  • General awareness of environmental laws.
  • Awareness of government compliance standards.
  • Knowledge of requirements for Lock Out Tag Out for safety.
  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
  • General knowledge of state, federal, and local contracting requirements.
  • Experience working with, supervising and administering subcontractors.
  • Work experience leading to an advanced understanding of the technical knowledge described above.
  • Ability to interface with diverse construction disciplines as well as all levels of management.


Preferred Qualifications:

  • Possess Nuclear Construction knowledge preferred.
  • General understanding of WTP Codes and requirements.
  • Familiarity with current industry quality standards.
  • Knowledge of project specific environmental compliance requirements.
