This position would office in Hobbs, NM with day visits to our Odessa, TX location on occasion.

Hybrid Schedule: 3 days in office; 2 days working from home.

Job Summary:

Responsible for performing HR-related duties on a professional level and work closely with associates, managers, and senior HR management in supporting assigned service locations. This position carries out responsibilities in the following functional areas: associate relations, training, performance management, onboarding, policy implementation, recruitment/employment, and employment law compliance.


Essential Functions, Roles and Responsibilities: Essential duties and responsibilities include, but not limited, to the following:

  • Comply with all quality, safety, health and environmental requirements, policies and procedures relevant to the position.
  • Administers various human resources plans and procedures for all company personnel; assists in the development and implementation of policies and procedures.
  • Conducts recruitment effort for all personnel; conducts new hire orientation, writes and places advertisements.
  • Handles associate relations and conducts exit interviews.
  • Maintains organization charts for the assigned service locations.
  • Maintains human resource information system (HRIS) and compiles reports from same.
  • Ensures compliance with state and federal regulations concerning employment in assigned service location.
  • Recommends new approaches, policies and procedures to effect continual improvements in efficiency of the department and the services performed.
  • Direct the preparation and distribution of information to associates on the various HR policies and compensation programs. Provide services, training, and support to personnel on compensation programs, policy development, and administration.
  • Provide internal HR services and compliance management.
  • Develop or assist with the development of responses to/or resolution of associate complaints, and/or agency claims.
  • Advise HR Manager and/or HR Director of associate conduct and/or corrective action activity and performance concerns.
  • Work effectively as a team member with other members of management and human resources staff.
  • Perform other related duties as required and assigned.

Education, Training, Experience: Bachelor’s degree and 3-5 years human resource experience, or seven years’ experience in HR field, or any similar combination of education and experience. Career history should clearly display progressive levels of experience and responsibility.

Certifications, Licenses, Registrations: None required, PHR Preferred

Job Knowledge, Skills, Abilities:

  • Computer proficiency and technical aptitude with the ability to accurately utilize Microsoft Office Suite, along with HRIS system (preferably ADP).
  • Ability to manage and administer a broad range of tasks including resolving complaints, counseling managers and employees on interpretation of company policies and procedures.
  • Ability to build and maintain positive relationships internally and externally.
  • Ability to communicate effectively both orally and in writing throughout the different organizational levels required.
  • Effective presentation skills and basic mathematical computation abilities.
  • Knowledge of state and federal regulations in the areas of employment and labor law. Computer literacy including spreadsheet and word processing programs.
  • Ability to exercise sound judgment and make decisions in a manner consistent with essential job functions.
  • Project and team management/leadership skills and experience.
  • Proven ability to work effectively in a team environment with associates.
  • Capability of effective planning and priority setting.
  • Ability to accurately manage several projects simultaneously while often working under pressure to meet deadlines.
  • Solid knowledge of HR-related federal and state laws, regulations and compliance requirements.

Supervisory Responsibilities: There are no supervisory responsibilities, but does serve as a coach and mentor for other positions.

  • Normally work in an office environment; however, occasionally may work at a branch location or manufacturing facility.
  • Occasionally may be exposed to hazards such as loud noise, heavy equipment, temperature extremes, chemicals, etc. while visiting a branch location or manufacturing facility.
  • The noise level in the work environment is usually moderate.
