Human Capital Management Senior Analyst

Job Duties

The Department of Administrative Services, State Human Resources Division Office of Talent Management is seeking an experienced and resourceful Human Capital Management Senior Analyst for the Classification and Compensation.

This unit is responsible for managing enterprise classifications and establishing the compensation philosophy and associated pay schedules. The unit provides consultative and training services to agency customers; establishes minimum qualifications for recruitment and selection; provides labor market data and benchmarking tools; collects information on employment and wage trends; conducts position description compliance reviews; and facilitates agency job audits.

In this role, the duties will include, but are not limited to the following:

  • Coordinates, consults, and supports the application of multiple components of the State classification and compensation plan via class plan proposal evaluations, union demanded studies
  • Collects and manipulates data, analyzes trends, assists with planning and implementation of strategic human resources initiatives and agency action plans.
  • Investigates issues to determine when, where, why, and how problem occurred, conducts validation of new system enhancements and/or new processes and procedures released.
  • Performs quality assurance reviews at the agency level to monitor compliance with Department of Administrative Services (DAS), State Human Resource Division (SHRD), Office of Talent Management program policies, etc.
  • Develops and/or revises training materials.
  • Advises and counsels employees and management on human resources practices; prepares cost projections and analysis.
  • Conducts research and drafts responses to customers.
  • Reviews proposed legislation and advises regarding impact following thorough analysis of data/information and analysis.
  • Creates toolkit items, identifies, and communicates applicable resources.
  • Creates project timeline and process charts.
  • Conducts job audits and serves as management representative at personnel board of review hearings.
  • Delivers presentations regarding new or revised rules or procedures.
  • Conducts PSMQ reviews, point factors, labor market studies, and competency strategy.
  • Composes, processes, and approves position descriptions for PD decentralized agency.

Qualifications
Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.

  • Or 3 yrs. exp. in human resources.

  • Or 1 yr. exp. as Human Capital Management Analyst, 64612.

  • Or equivalent of Minimum Class Qualifications For Employment noted above.
Knowledge of labor relations*; workforce planning; government structure & process; civil service laws, rules & regulations; agency human resources policies & procedures*; public relations; human resources training & development; employee benefits (e.g., workers' compensation, unemployment compensation, disability insurance, social security, public employees’ retirement)*; federal & state laws & rules governing fair employment practices (e.g., ADA, FMLA, EEO); interviewing; technical writing; supervisory principles/techniques*.Skill in operation of personal computer.Ability to complete statistical analysis; define problems, use proper research methods to collect data; establish facts & draw valid conclusions; calculate fractions, decimals & percentages; gather, collate & classify information about data, people or things; handle sensitive inquiries from & contacts with officials & general public; prepare meaningful, concise & accurate reports.

This position is telework eligible (hybrid) under the current DAS telework arrangement.

Hybrid Telework Schedule: 2 days a week in-office and 3 days a week from remote primary home location. This schedule is subject to change at any time based on business need.
