The Department of Human Resources seeks to fill one full-time Human Resources Assistant to join our amazing team. The selected candidate will perform the full range of administrative tasks and services to support effective and efficient operations of the organization's Human Resources Department and may be assigned tasks related to public and employee interface, personnel file maintenance, new employee onboarding, risk management, or general Human Resources operations.

ABOUT THE COUNTY
Colusa is centrally located approximately 60 miles north of Sacramento. Interstate 5 offers a north / south route through the county. Our location is approximately:

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
A. Held in Common:
- Support the mission of the County and its elected and appointed officials.
- Provides courteous and timely service to the public as the ultimate employer.
- Works cooperatively with other County employees.
- Maintains accurate and up-to-date human resource files, records, and documentation with the integrity and confidentiality required of such files and records including file-related data entry into relevant databases and other electronic and manual filing systems.
- Compiles, enters, assimilates, and helps to maintain various personnel data as well as proofreads and ensures accuracy of that data and general HR documents such as lists, logs, and records; verifying accuracy of information, researching discrepancies, and recording information.
- Acts as the face of Human Resources by answering phone calls and general emails, and assisting employees and general public with forms, online assistance, and information.
- Assists with recruitment support activities such as organizing and preparing interview packets and other necessary recruitment materials, scheduling pre-employment and background testing processes, posting job advertisements across online and other platforms, and coordinating employment testing, including proctoring tests; scheduling job offer and first day appointments and providing information related to such.
- Assists with leaves of absence duties such as verification of FMLA requirements, drafting leave notices, and tracking return to work statuses.
- Assists with open enrollment of County benefits.
- Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, and other HR processes, referring more complex questions to appropriate senior-level HR staff or management.
- Applies departmental policies and procedures in determining completeness of applications, forms, records, and reports.
- Provides risk management and safety support in areas of workers’ compensation claims administration, disability management, employee health and wellness programs, loss prevention, liability and property claim administration and insurance.
C. Other Job Specific Duties:
- Communicates with staff throughout the County via email and telephone and follows-up on various topics.
- Operates a variety of office equipment including copiers and computers; inputs and retrieves data and text; organizes and maintains disk storage and filing.
- Orders, receives and organizes office materials and supplies as well as receiving, sorting, time-stamping, and distributing incoming and outgoing correspondence.
- Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
- Provides clerical and HR office software support to the HR staff.
- Acts as a liaison between organization and external vendor/benefits providers, which may include training, health, testing, disability, workers comp, and retirement plan providers.
- Assists with planning and execution of special events such as onboarding, benefits open enrollment, organization-wide meetings, employee recognition events, holiday parties, and retirement celebrations.
- Assists with offer letters and new employee’s first day appointments.
- Assists in coordinating and scheduling a variety of training activities for County employees; acts as liaison with contractors providing training services; assists trainer in set up and materials preparation.
- Adheres to the confidentiality standards of the Privacy Act of 1974, [U.S.C. § 552A].
- Performs other duties as assigned.
