Reporting to the Agency's Human Resources (HR) Operations Manager, this position performs professional level human resources work in classification and compensation, staffing/recruiting, performance management, operations/onboarding, affirmative action, and benefits administration; participates in the development and implementation of human resources programs and policies with Division Business Partners, performing paraprofessional HR work.

Major duties and responsibilities include but are not limited to:
- Evaluate, analyze, and research classification and compensation requests to determine if appropriate classifications are being utilized and salaries are fair and equitable. Present analysis and recommendations to leadership or other appropriate parties. Prepare various salary and classification analyses including, position description changes and updates.
- Conduct full cycle recruitment including, but not limited to, consultations, job postings, candidate sourcing, applicant pre-screening, applicant engagement, job fairs, interview question development and guidance, onboarding, fingerprinting, and recruitment record retention.
- Assists with benefits including initial and open enrollment, change reporting, and employee benefits communication. Complete unemployment insurance claims and monitor the ASEDRA database, while working closely with Employee Relations on any driving violations.
- Interprets, applies and maintains a thorough understanding of state personnel system rules, employment laws, regulations, policies, procedures, trends and practices and legislation.
Knowledge of an/or ability to learn:
- Best practices in staffing, recruitment, selection, classification, and salary compensation.
- Records management.
- Federal and State rules and regulations related to human resources, Fair Labor Standards, and compensation.
Skilled in:
- Microsoft Office to include Excel, Word, Power-point,, or comparable software program.
- Complex problem identification, assessment & resolution.
- Analyze & evaluate agency requests to establish, reallocate and/or abolish positions in a timely manner.
- Prepare and deliver HR functional area training presentations to small groups.
- Effective oral/written communication and public speaking/presentations.
- Relate to individuals at all levels within the organization.
Ability to:
- Manipulate data to create reports summarizing information that can be easily understood by all audiences.
- Communicating effectively orally and in writing.
- Maintain strict confidentiality and deal with sensitive matters.
- Interact professionally with a variety of individuals ranging from front-line supervisors to members of senior management.
- Analyze and solve problems.
- Be attentive to detail.
Minimum:
Three years of previous experience performing professional level human resources functions (i.e. Class & Comp, Benefits, Recruitment).
Preferred:
Bachelor's degree in human resource management or a related field or equivalent education, training, and experience.
- Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
- Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
