THE COMMUNITY:

CITY GOVERNMENT:
Long Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager and City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Water and Energy Resources Departments. In 2019, the City of Long Beach and Plenary Properties Long Beach unveiled the completion of the new four-building Long Beach Civic Center, which includes a new City Hall and Port Administration Building. The tree-lined pedestrian plaza is reflective of an innovative public-private partnership and the Civic Center is designed to revitalize the civic core of downtown to serve residents, attract visitors, and provide safe and efficient city operations. The City is supported by a FY2023 total budget of $3.2 billion with a General Fund budget of $669 million. It has a FY 2023 Capital Improvement Budget of $500 million. Long Beach employs approximately 6,048 full-time equivalent staff.
THE DEPARTMENT:
The Human Resources Department provides the full range of human resources support services to 23 departments throughout the City. HR’s services include labor relations, employee relations, benefits, training, salary, and classification administration, HRIS administration, oversight of personnel investigations, EEO compliance, occupational health services, risk management, and safety compliance. EXAMPLES OF DUTIES
THE POSITION:
The position will report to the Human Resources Director and is responsible for planning, developing, recommending, and implementing policies and procedures, designing business process within benefits administration functions for the City; negotiating with brokers, carriers, and/or third-party administrators in the administration of employee benefits; participating in negotiations planning; and ensuring compliance with City policies and state and federal regulations.
In addition, but not limited to, the Human Resources Officer:
- Plans, manages, and performs a variety of complex and difficult professional level duties in support of the City’s human resource functions including benefits administration, records management, and conducting special studies;
- Oversees, coordinates, and administers City employee benefit programs including but not limited to group life, health, dental, vision and disability insurance, Section 125 Plan, COBRA administration, retirement (PERS, PARS), and deferred compensation programs;
- Reviews all insurance and deferred compensation contracts for accuracy; works with the City Attorney’s Office to coordinate legal issues; negotiate with providers in conjunction with appropriate City staff contract modifications; coordinates deferred compensation committees; coordinates the City’s Wellness Program for City employees;
- Provides staff support and manages the Health Insurance Advisory Committee, which is comprised of labor organizations;
- Conducts complex benefit surveys, computes and compiles survey data and results, and recommends modifications to administrative programs, policies, and procedures as appropriate.

The Human Resources Officer will be a senior level manager with a demonstrated ability to provide strong leadership in a changing government environment, with strong working knowledge of public administration in municipal government, benefits administration and human resources best practices and management strategies.
REQUIREMENTS TO FILE
Experience & Education
- Graduation from an accredited university or college with a bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or a directly related field. A Master’s degree in public or business administration is preferable.
- Minimum of three (3) years of increasingly responsible professional experience in human resources. Experience in a supervisory or lead capacity and in working in a government setting is preferred. Professional experience in human resources may be substituted for each year of required education on a year-for-year basis.
