Main Purpose Of Job
The Maryland Department of Aging administers programs that enable older Marylanders to remain safe and healthy in their homes and communities. This position will manage the Department’s Elder Rights programs, including Elder Abuse, Guardianship, and Legal Services. The position also conducts outreach and education for the Senior Medicare Patrol Program (SMP) in collaboration with the State Health Insurance Program Director. The position will ensure compliance with federal and state statutes, regulations, policies, and procedures governing the programs. Additionally, the position will represent the Department in key advisory groups and committees.
POSITION DUTIES
Position duties include, but are not limited to, the following:
- Elder Abuse and Legal Services Programs:
· Provide administrative oversight for the Department’s federally funded Elder Abuse and Legal Services programs.
· Develop and implement policies, procedures, standards, and controls that reinforce state and local goals of the program.
· Interpret federal, state, and Department law, regulations, and policies for state partners, 19 local Area Agencies on Aging (AAAs), Department staff, stakeholders, and the public.
· Serve as point of contact with the federal funding partner.
· Create, review, amend, and submit all required deliverables timely, including grant proposals, budgets, work plans, agreements, progress reports, and statistical reports.
· Create, review, and amend all documents related to sub-grantee activities, including funding applications and Aging Program Directives.
· Review and approve sub-grant applications, narratives, and budgets to ensure performance based on the grant requirements.
· Coordinate program monitoring of the 19 AAAs in cooperation with the Department’s Monitoring Coordinator. · Ensure local programs are monitored thoroughly and accurately and all deficiencies are addressed promptly.
· Review and track grant expenditures of the Department and AAAs.
· Approve requests for funds from 19 AAAs in the Department’s eCivis grant management system.
· Work with the Department’s fiscal division to ensure funds are spent timely and according to grant guidelines. · Maintain compliance for the programs, ensuring fulfillment with federal and state statutes, regulations, and policies.
· Draft contract language to engage professional services that support the programs.
· Evaluate and recommend legislative fixes and policy changes to ensure program efficiencies and operational improvements.
- Maryland Public Guardianship Program:
· Manage the statewide program.
· Maintains manual for training local designated guardians.
· Serve as liaison for the Department, educating the public, advocating for the rights of wards, diverting unnecessary guardianships.
· Promote guardianship initiatives through meetings, committees, and with other agencies.
· Represent the interests of public wards before the Guardianship Review Board, as needed.
· Represent the interest of the Department and clients on boards, commissions, committees, and task forces.
· Design and implement effective monitoring systems that comply with state mandates.
· Support efficient and effective use of funds and other resources.
· Monitor provider grants and contracts related to the program.
· Collect, analyze, and report data for state and federal reporting requirements, including Managing for Results (MFR) and the Older American Act Program (OAAPS) reporting systems.
· Improve services and protections for public wards.
· Coordinate with relevant AAA guardianship designees and respond to professional requests for information and technical assistance with cases.
· Respond to public inquiries for information, assistance, and advocacy for guardianship wards and prospective guardianship wards.
· Educate and inform the public through speaking engagements, development of publications, training modules, and other materials.
· Serve as the Department's resource person on guardianship and guardianship legislation to promote the protections of older persons' rights and benefits by reviewing and analyzing state and federal legislation and budgets, drafting legislation, delivering testimony, and drafting legislative correspondence on positions and fiscal notes.
· Represent the Department at meetings, trainings, and conferences pertaining to relevant matters.
- Senior Medicare Patrol Program:
· Collaborate with key internal and external staff and partners to develop material to promote awareness of Medicare waste, fraud, and abuse.
· Use social media platforms to expand public awareness of fraud, and abuse of health insurance benefits for Medicare beneficiaries.
· Report and address complaints of Medicare fraud.
· Engage state and federal partners including the Centers for Medicare and Medicaid Services, Maryland Insurance Administration, Maryland Office of the Attorney General and IGO
- Training and Technical Assistance:
· Provide training and technical assistance to AAA program staff, providers, and the public and provide ongoing technical assistance and consultation. Coordinate program activities that focus on educating the public on scams, elder rights and prevention of abuse and exploitation of older adults.
· Provide technical, administrative, and program assistance to the AAAs.
· Organize and lead bi-monthly coordinators’ training and on-boarding orientation.
· Develop annual statewide training plan for Medicare Open Enrollment.
· Collaborate with national, federal, state, and local partners for training and program updates.
- Outreach, Education, and Marketing:
· Develop statewide outreach and education strategies and materials.
· Assist in development of social media posts.
· Ensure SMP web pages is current with the latest accurate program information, materials, and resources.
· Respond to questions from other agencies and the public.
· Represent the Department as a liaison with managers and officials of other agencies concerning program activities.
· Promote the programs through contacts with interested state and local groups and the public.
- Special Projects:
· Other duties or special projects as assigned by the Secretary, Deputy Secretary, or Division Chief.
MINIMUM QUALIFICATIONS
Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.
2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
- Knowledge of Maryland’s aging population, aging policies, and public and private programs and services is preferred.
- Experience in project management.
- Ability to fully interpret laws and regulations.
- Ability to work independently.
- Experience using Microsoft Office Suite including spreadsheets, graphs, PowerPoint presentations and Google mail.
