Job Duties

MISSION STATEMENT :

At the Ohio Facilities Construction Commission (OFCC), it is our mission to lead collaboration with our partners in the planning, design, and construction of public facilities through quality service, expertise, and knowledge sharing. OFCC is responsible for guiding capital construction projects for State agencies, State-supported universities and community colleges, including Ohio's comprehensive public K-12 school construction and renovation program.

OVERVIEW:

The Ohio Facilities Construction Commission (OFCC) is looking for an experienced attorney to that will assist Chief Legal Counsel in the development and implementation of agency representation, legal strategies, and policies for OFCC. The ideal candidate would have 3 years of public construction industry legal experience. Strong interpersonal, problem-solving, and communication skills are needed as you will work closely with OFCC staff and state stakeholders to provide high-level legal representation.

Attorney responsibilities include

  • Providing legal counsel to OFCC staff by analyzing their situation, defining their needs, and determining a proper strategy and course of action
  • Prepare legal documents, such as correspondence, memorandum, and claim evaluation
  • Provide oversight and guidance of claims and disputes regarding contracts, construction defects, bond claims to avoid litigation where possible
  • Provide management of litigation handled by the Ohio Attorney General and/or outside counsel
  • Aid OFCC’s public records, legal holds, and records retention teams and/or programs
  • Assist in drafting and/or management of drafting of OFCC form agreements, administrative rules, and potential legislation

HYBRID WORK ENVIRONMENT

After the initial onboarding period, this position offers the opportunity to work remotely (from home or construction sites) approximately 2 days per week by leveraging Microsoft Teams and other applications. On assigned in-office days, this position would require working from our office located in the William Green Building in downtown Columbus.

Travel is required for this position and amounts to approximately 5-10% of the time depending on assignments and industry events.

Qualifications


Knowledge of:
(1) law (i.e., procedural and substantive); (2) legal research methods; (3) legal writing; (4) interviewing; laws, rules and procedures applicable to operations of employing agency; (5) management supervisory principles/techniques.

Skill in: (6) typing; (7) word processing using Microsoft Word; (8) equipment operation copier, computer.

Ability to: (9) deal with large number of variables and determine specific source of action; (10) organize extensive variety of legal material in books, journals or legal documents; (11) communicate verbally regarding legal issues; (12) handle sensitive contacts with government officials, adverse parties and/or public; (13) resolve complaints from angry citizens and/or government officials.
