SUMMARY:

Under limited supervision, coordinates activities related to the ANTHC Immunization Program’s advocacy toward maintaining high immunization coverage. These activities include but are not limited to providing consultative support to the regional Alaska Native Tribal immunization programs, developing immunization educational opportunities, resources and promotional materials for Tribal Health staff, collaborating with the State of Alaska Immunization Program and public health nurses, reporting immunization coverage levels to the IHS Immunization Program on a quarterly basis, and to fulfill other immunization-related activities that support the operations of the Alaska Native Tribal programs. Electronic health records (EHR) are fundamental to Alaska Native Tribal immunization program activities, applicant shares the responsibility in supporting Tribal Health organizations in the utilization of EHRs and other technology, as it relates to immunization programs.

The following duties are intended to provide a representative summary of the major duties and responsibilities and ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. REPRESENTATIVE DUTIES

Maximizes the prevention of vaccine-preventable disease through advocacy, training and resource development, practice consultation services, immunization tracking, as well as supporting the efforts of the Alaska Native Tribal programs in vaccine provision and electronic health record (EHR) documentation. Collaborates with the Alaska Native Tribal immunization coordinators to support their activities toward maintaining immunization coverage within their regions. Collaborates with State and IHS agencies to improve immunization delivery and maintain a unified immunization policy with the State of Alaska. Attends bi-monthly State immunization workgroup meetings and collaborates with other agencies in the State of Alaska on projects to improve immunization practices. Assesses training needs of Tribal Health staff. Develops and implements immunization educational opportunities to support immunization practice and continued competency for providers, nurses, health aides, and certified medical assistants from Tribal Health corporations. Participates in conference planning committees as an immunization representative and content expert. Presents immunization curriculum to health aides at the ANMC community health aide program (CHAP) training site. Presents immunization updates to ANMC campus staff and to Alaska Tribal Health immunization coordinators and clinical directors. Conducts site visits at Tribal Health corporations to evaluate immunization practices, vaccine storage and handling, and provide immunization training. Utilizes video-teleconference and webinar technology to expand alternatives to in-person presentations. Creates and updates clinical practice support materials (vaccine schedules, administration protocols, eCHAM, EHR job aides, etc.) and promotional materials (brochures, posters, ANTHC websites, etc.) Answers questions about immunization recommendations, techniques, storage, etc. from providers, nurses, health aides, and certified medical assistants from Tribal Health corporations. Supports the Alaska Native Tribal immunization coordinators in utilizing RPMS or VacTrAK to compile these quarterly reports. Utilizes these coverage reports to promote the importance of individual and community (herd) immunity. Advocates the use of immunization reminder/recall systems by the Alaska Native Tribal immunization programs and provides consultative advice in utilizing such systems. Supports vaccine provision in Alaska Native Tribal regions by fostering partnerships among Tribal Health staff, community health aides, public health nurses and other local stakeholders. For example, facilitating regional collaboration to expand immunization activities in rural clinics or facilitating improvements in EHR functionality to support innovation in flu vaccine provision. In the role of clinical consultant, acts to support Tribal Health organizations in the utilization of EHRs or related technology, as it relates to the needs of Alaska Native Tribal immunization programs. Such technology includes but is not limited to RPMS EHR, VacTrAK, Cerner, and technology related to immunization data exchange. Collaborates with Tribal Health informatics teams to ensure EHRs and related technology support Alaska Native Tribal immunization program needs in fulfilling vaccine documentation, data transfer and inventory management requirements, as well as vaccine reminder systems and IHS reporting. Support Tribal Health informatics teams when immunization-related issues are identified in an EHR or other related technology that requires resolution, support efforts to find solutions and facilitate quality assurance to ensure resolution of the issue. For new, reoccurring and concurrent tasks, independently develops appropriate work plans, sets timelines, and identifies priorities that are consistent with supervisory direction, program goals and immunization standards and practices. Performs administrative duties; receives and files a variety of reports and other documents; prepares print materials for mass mailings and presentations. Performs other duties as assigned or required. KNOWLEDGE and SKILLS  Knowledge of modern nursing principles, techniques, and procedures for the care of patients.  Knowledge of medical terminology, anatomy, physiology, and concepts of disease.  Knowledge of professional nursing principles and procedures and clinical experience in well infant care, childhood and adult immunization.  Knowledge of basic concepts of epidemiology and vaccinology.  Knowledge of basic concepts of public health and community health program planning.  Knowledge of adult learning principles and effective presentation techniques.  Knowledge of and working experience with electronic health records, for example RPMS Immunization Package, RPMS EHR, VacTrAK and Cerner.  Knowledge of Alaska Native Culture.  Skill in providing effective nursing care, assessing patient situations, and taking effective courses of action.  Skill in providing first aid and cardio pulmonary resuscitation.  Skill in assessing customer needs, developing effective plan of action, and implementing appropriate service provision.  Skill in operating a personal computer utilizing a variety of software applications.  Skill in written and oral communication, skill in public speaking.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s Degree in Nursing.

MINIMUM EXPERIENCE QUALIFICATION Non-supervisory – Five (5) years of clinical experience. Education may be substituted for experience on the following basis: one year of relevant, full-time professional experience is equivalent to one year of college education.

MINIMUM CERTIFICATION QUALIFICATION

Must be licensed as a Registered Nurse by the State of Alaska, and remain active with all annual licensing requirements. Certification in Basic Life Support (BLS) preferred.

ADDITIONAL REQUIREMENTS

Participates in 30 hours every 2 years in nursing continuing education in general, 16 of which are in a specific area of practice. Maintains knowledge of current Centers of Disease Control (CDC) and State of Alaska vaccine recommendations, procedures and policy. A valid Alaska driver’s license is required. Work involves the potential for exposure to infectious diseases. Some non-standard work hours are required.

MINIMUM PHYSICAL REQUIREMENTS

The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to stand and sit for long periods of time. Must be able to do repetitive movements to include bending, squatting, walking. Must be able to lift up to 50 pounds. ANMC is not a latex free environment.
