This position performs difficult and specialized professional programming functions for supporting the Illinois State Police (DoIT/ISP). Serves as a technical resource to the user community on the analysis, implementation, and maintenance. Answers questions and resolves application problems for users, other technical staff and help desk personnel.

Job Responsibilities
35% Under general supervision, performs difficult and specialized professional programming functions for the Department of Innovation & Technology/Illinois State Police (DoIT/ISP) in the Law Enforcement Unit A:
Analyzes and designs difficult and specialized programming functions and services for the IL State Police Criminal Justice System.- Evaluates and makes decisions for needed revisions to existing processes and/or creates new processes to enhance or resolve problems.
- Performs complex assignments including programming and analysis, system design and documentation for the maintenance and improvement.
- Gathers requirements, designs, codes, debugs, tests, documents and implements programming functions.
- Composes user procedures and runs procedure documentation for new or revised programs.
- Implements the principles and techniques of computer system analysis.
- Utilizes development tools and languages, including but not limited to, Oracle Forms and Reports, Oracle enterprise Manager, SQL Navigator SQL Plus, PL/SQL, MQSeries, Message Broker, Websphere, Weblogic, web services, Visual Studios and Java.
- Works outside of normal business hours to meet deadlines or address critical issues, as necessary.
30% Maintains and develops enhancements to Criminal Justice Systems:
Assesses user requests and work requests to produce application system changes.- Meets with users to determine work request or report needs.
- Monitors the system processes and error logs to make sure the system is processing correctly.
- Corrects system problems as they arise.
Job Responsibilities (continued)
10% Serves as a technical resource to the user community on the analysis, implementation, and maintenance:
Provides information and statistics to the primary system users to keep them aware of the changes or problems.- Serves as a contact for the user community on operation and maintenance.
10% Answers questions and resolves application problems for users, other technical staff and help desk personnel:.
Monitors system processes and error logs for system accuracy and stability.- As directed, serves on call.
- Participates on committees and user group designed to identify goals and procedures and recommend direction for future growth of applications.
10% Keeps abreast of new developments in the Information Technology (IT) field:
Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures.- Attends demonstrations and exhibitions related to assigned operations
- Travels when held off-site.
5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
2. Requires one (1) year of professional experience in IT applications or a related Information Technology field.
Special Skills
1. Requires one (1) year of professional experience with MQSeries, and Message Broker.
2. Requires one (1) year of professional experience with WebSphere, WebLogic and web services.
3. Requires extensive knowledge of database tools including Oracle Enterprise Manager, Oracle Forms and Reports, PL/SQL, SQL Navigator, and SQL Plus.
4. Requires extensive knowledge of database tools including Visual Studios (C# and .Net) and Java.
Preferred Qualifications (In Order of Significance)
1. Requires one (1) year of professional experience with MQSeries, and Message Broker.
2. Requires one (1) year of professional experience with WebSphere, WebLogic, and web services.
3. Requires extensive knowledge of database tools including Oracle Enterprise Manager, Oracle Forms and Reports, PL/SQL, SQL Navigator, and SQL Plus.
4. Requires extensive knowledge of database tools including Visual Studios (C# and .Net) and Java.
5. Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature.
6. Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
7. Developed oral and written communications skills to present technical information to others with clarity and precision.
