Job description
Duties
- Provides expertise and leadership on UI reporting systems and data collection and management procedures.
- Serves as an agency expert on seasonal adjustment and UI data analysis.
- Analyzes management information requirements and provides data in an appropriate format with accompanying explanations.
- Develops and applies new methods and techniques to solve problems where existing guides are inapplicable or outdated.
- Supervises a team of employees more than 25% of the time. Assigns and reviews work of subordinates to ensure completeness, sound judgment, and compliance with established policies, practices, and procedures of the Department and in conformance with negotiated contracts.
- Provides authoritative advice, technical assistance, statistical and/or econometric analysis, and consultation to ETA officials and customers regarding UI data.
- Recommends new approaches and alternatives to address current or anticipated problems or changes.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:
Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
Qualifications
Individual Occupational Requirement: this is an interdisciplinary position; incumbents can meet the individual Occupational requirements of this position by meeting one of the individual occupational requirements listed below:
Statistician, GS-1530
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
or
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience
Examples of qualifying experience include:
1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.
In addition to meeting the Individual Occupational requirement applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience is described as the following, you must meet 3 out of 4
1. Producing recurring data based reports in a structured production environment for publication and/or broad distribution to both internal and external stakeholders.
2. Applying statistical techniques and practices in the analysis and evaluation of large scale economic and/or programmatic data.
3. Serving as an advisor to management on the economic and/or statistical analysis of programmatic data.
4. Experience using data analysis software applications to analyze and present findings.
Education
There is no substitution of education for specialized experience.
