SALARY:
Management Analyst II: $4,012 per month, $48,144 per year, SR-18, BU:13
Management Analyst III: $4,337 per month, $52,044 per year, SR-20, BU:13
Management Analyst IV: $4,692 per month, $56,304 per year, SR-22, BU:13

The Management Analyst position offers an opportunity for professional growth in a dynamic healthcare setting with progressive strategic plans and goals. The position will have a high degree of exposure to the entire organization, and often interfaces with business and vendors within the community. The ideal person for this position has the ability to work independently with a high degree of motivation, flexibility, and critical thinking. An Inventory Management Analyst does setup, support and optimization for the newly installed PAR Excellence inventory management system and works on related projects that reorganize workflow and maintain inventory information. They also help evaluate the cost-effectiveness of medical equipment, instruments, consumables, and monitor contract compliance.

JOB DUTIES:

PAR Excellence Inventory Management System Setup

  • Prepare procedure and storage rooms for new hardware, including space management, orders for power and data outlets, and disposal of old furniture.
  • Define new workflows that explain system operation and facilitate training
  • Install and troubleshoot weight bins
  • Create and refine inventory reports
  • Conduct in-person training with staff
  • Work with the Materials Management team and subject matter experts to procure related equipment

PAR Excellence System Ongoing Support

  • Diagnose and repair/replace weight bins – malfunction, communication failure, incorrect readings, mis-orders
  • Monitor system function – ordering, receiving, inaccurate counts, interfaces, batch jobs
  • Maintain item units of measure and locations
  • Adjust par levels – after agreement from technicians, nurses and managers
  • Configure new items in PAR Excellence and install new scales and bins
  • Run and distribute usage and expiring item reports
  • Create and distribute other reports as needed
  • Liaise with technicians, nurses and managers on issues and re-train as necessary

Cost and Contract Compliance

  • Maintain procedure-related inventory (owned and consigned supplies)
  • Manage and recommend supply par levels
  • Work with staff and physicians on supply requests, changes and conversions
  • Research requests for new products
  • Make recommendations for cost-effective products
  • Monitor supply purchases and verify that purchases meet contractual volumes
  • Monitor contractual tier levels to ensure correct pricing; recommend actions that increase discounts
  • Maintain open communication with staff and departments throughout the hospital

EDUCATION:

Bachelor’s degree from a four (4) year accredited college or university.

Excess experience of the type and quality described below, or any administrative, professional, technical, or other responsible work which required a high degree of analytical skill may be substituted for education on a year-for-year basis.

General Experience: Work involving the analysis and evaluation of managerial policies, systems, methods and practices in the development and/or improvement of same.

Specialized Experience: Management analysis experience; (i.e., experience in conducting organizational analyses, work measurement/methods studies, management information systems design and evaluation, and management surveys in order to identify problem areas and develop recommendations for improving the economy, efficiency and effectiveness of a given operation through the proper application of sound methods, principles and practices of management).

Supervisory Experience: Work experience which demonstrated the applicant's knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.

Substitutions Allowed:

1. Excess Specialized Experience of the type and quality described above may be substituted for General Experience on a year-for-year basis.

2. Satisfactory completion of all academic requirements for a master's degree with specialization in management, public administration, or a related field, which provided knowledge of the principles, practices, techniques and methodologies of management, may be substituted for six (6) months of Specialized Experience.

3. Satisfactory completion of all academic requirements for a Ph.D. degree as described above may be substituted for one and one-half (1-1/2) years of Specialized Experience.

MEDICAL / PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successful completion of a pre-employment physical examination, which includes a drug screen and other regulatory medical requirements such as, but not limited to, two-step tuberculosis (TB) screen. The cost for physical examinations, except the cost for drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation (HHSC).

COVID-19 VACCINATION REQUIREMENT: COVID-19 vaccination is a condition of employment for Hawaii Health Systems Corporation. After receiving a Conditional Offer of Employment, all prospective new HHSC employees are required to be fully vaccinated against COVID-19.
