The Division of Information Technology Services (ITS) is responsible for the safe, efficient and responsible use of technology throughout the agency. ITS provides solutions that support DODD business.

What will you do?

40% Directs & manages assigned projects, that covers all phases of project management, relating to the DODD portfolio with activities & responsibilities involving organizations external to department, whose primary stakeholders are executives &/or local political organizations/individuals. Works directly with Departments to define and understand business processes and associated business activities for each user group to develop an IT strategic plan/roadmap that maps to business strategies. Communicates at a high level the services and technology in use with end users. Coordinates projects with other services &/or projects relating to the DODD portfolio. Advocates & facilitates adoption of standards & best practices through awareness building, coaching, mentoring & training of staff. Oversees lower-level project managers & assists project team in creating mission, vision, goals, objectives & scope definition for information technology projects. Participates in prioritizing projects for Information Technology. Defines milestones & deliverables. Monitors & reports the status of key milestones & deliverables to ensure that business needs are formalized, tracked, and resolved. Tracks business satisfaction with services provided. Ensures that effective communication occurs related to service delivery and project delivery (e.g. planned downtime, changes open tickets). Prepares status meetings, including accomplishments, issues, completion percentage, & burn rate. Coordinates DODD &/or Division of Information Technology Services initiatives. Acts as a bridge between IT and the business. Maintains project documentation repository. Manages sign-off of key deliverables. Conducts risk management, analysis, & develops mitigation plans. Assists with writing departmental policy & procedures. Directs implements & monitors departmental policy & procedures & ensures compliance. Establishes procedures/guidelines for monitoring & compliance. Reviews & interprets departmental policy & procedures & recommends modifications. Develops process plans.

35% Implements & coordinates project phases: coordinates multitude subprojects with stakeholders. Participates in & facilitates Agile/Scrum software development framework. Develops process flows &/or information flow charts for existing business processes & designs & recommends new business processes &/or information flow charts for system implementation & improvement. Facilitates business process reengineering. Gathers & determines business requirements to serve as a foundation for system design, development & implementation phases of a project. Prepares business plans & proposals consults with users, vendors, & data system management in order to obtain & analyze data necessary for information technology development. Serves as a liaison to business units, stakeholders, end users, product owners & other state agencies. Interviews business & technical matter experts. Manages change control process (e.g. tracking change requests, conducting change control meetings, conducting impact assessment for agreed-upon changes, coordinates communication of changes). Determines needs for division of subprojects & distribution of work for projects & subprojects to lower level project managers & oversees activities conducted within each subproject.

20% Defines project requirements, quality standards & timelines; determines & evaluates risks that may affect project; defines specific activities to be performed to produce project deliverables. Plans & implements software pilots: develops testing strategies. Manages development & execution of testing scripts based on use cases & software specifications for web-based applications. Conducts system, usability, accessibility, & user acceptance testing for web-based applications. Manages defect tracking & measures acceptance criteria. Conducts user satisfaction surveys & analyzes results to recommend quality improvements.

5% Attends meetings, conferences &/or workshops on related topics. Other Duties as assigned.

Qualifications
Successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects; 12 mos. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation).
  • Or 4 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.
  • Or 12 mos. exp. as Project Manager 1, 63381 or IT Project Manager 1, 63384.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Major Worker Characteristics
Knowledge of public policy management or public administration; public finance; public budgeting; project management; life cycle methodologies; time management; matrix management; public relations; interviewing; market trends; supervisory/management techniques*.Skill in operation of personal computer & applicable software (e.g., Gantt chart/project planning software, presentation software, spreadsheet applications)*.
