The LACDA Housing Operation Division serves as the second largest public housing agency (PHA) in Southern California and receives funding from the U.S. Department of Housing and Urban Development (HUD) to maintain and manage public and affordable housing located throughout Los Angeles County. LACDA owns and operates 3,229 public and affordable units located on 68 sites, with its three major public housing sites being Carmelitos, in North Long Beach (713 units); Nueva Maravilla, in unincorporated East Los Angeles (504 units); and Harbor Hills, in the City of Lomita (301 units). The remaining senior and family housing units are located throughout all five Los Angeles County Supervisorial Districts.
POSITION OVERVIEW
The Jobs Plus- Project Officer is responsible for the oversight, coordination and delivery of workforce development services for the Jobs Plus Program initiative at the Carmelitos public housing development. The Project will work collaboratively to encourage and inspire residents, empower confidence, and provide ongoing support for long-term success.
The Project Officer must possess a strong background in direct case management, community outreach, relatability, and experience in motivating participants. The Project Officer will be required to have a flexible schedule and be able to work some evenings and Saturdays as needed for resident programming and events.
Essential Job Duties
The Project Officer will perform a wide variety of strategic engagement activities including marketing and monitoring the Jobs Plus Earned Income Disregard (JPEID) rent incentive to ensure quality control and compliance, tracking goals and milestones to economic success of up to 240 individual residents, while working collaboratively with various work force agencies, resident community coach, established partners, and the onsite Resident Services team.
The Project Officer will develop and implement a communication and marketing plan to promote economic opportunity, create a culture that supports work, educational attainment, and encourages new, innovative career tracks. As the lead on marketing, outreach and resident engagement, Project Officer will be responsible for social media posting, developing and managing a Jobs Plus Advisory Board, resident cohorts, and arranging periodic focus groups and surveys.
The Project Officer will conduct eligibility screenings, intake, and assessments of resident enrollment into the Jobs Plus Initiative and other supportive services, and provide intensive case management support, and maintain client record, through use a software tracking system. This position is fully responsible for internal and external reporting, facilitating meetings, making presentations, and coordinating special events.
The ideal candidate should possess strong communication skills with the interpersonal abilities to develop cooperative working relationships with staff, and other agencies and providers and the community served. Must be able to independently perform assignments involving the oversight and delivery of programs and staff; the analysis of program quality and partnership performance; perform multiple assignments while maintaining attention to detail; and plan and carry out assignments with limited supervision. Must be computer literate and possess the ability to use software including: Windows, Microsoft Office, Excel, Word, and Outlook.
Qualifications

Bachelor’s Degree from an accredited four-year college or university in Human Services, Social Work, or other related field.

Three (3) years of professional experience in community and economic/workforce development, working in the social services field and/or workforce development industry.

Knowledge of the needs of low-income communities and direct case management experience required.

NOTE: Salary compensation is Dependent on Qualifications (experience, education, skills and abilities). Initial salary placement is generally made at the beginning to mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
Successful applicants must possess a valid California Class C Driver's License, an acceptable driving record and comply with the LACDA's Motor Vehicle Safety Policy during the course of employment.
