Job description
The Massachusetts Department of Public Health (DPH) seeks an experienced professional to serve as our Laboratory Client Services Supervisor. The Laboratory Client Services Supervisor coordinates and monitors program activities related to HIPAA and non-HIPAA laboratory reporting, data management and second and third party billing for any laboratories within the Massachusetts State Public Health Lab (MA SPHL). This role assists in assuring the mandatory state reporting and any screening requirements are met (ex. Blood Lead), and provides technical assistance and program support to healthcare providers and other entities who submit specimens to the MA SPHL for testing.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Responsible for the administrative oversight and coordination of the Laboratory Client Services Department which provides pre-analytical and post-analytical functions for the MA SPHL testing laboratories.
- Acts as liaison between MA SPHL and internal & external stakeholders, cooperating with laboratory staff and lab support department to achieve goals and maintain strong employee relationships, interdepartmental relations, client relationships and public relations.
- Acts as a liaison and provides guidance to external customers including Boards of Health, private practices, hospitals, other state agencies and DPH departments and CDC regarding MA SPHL testing services.
- Monitors the specimen volume, provider requests/concerns and other issues relating to provider satisfaction.
- Collaborates with laboratory leadership to evaluate, develop, and implement various administrative systems and procedures designed to optimize workflow, streamlined reporting and reducing turn around time of specimen results.
- Provides technical assistance and training to external customers for medical billing, design/development of data structures.
- Develops and updates written protocols for billing, customer service and specimen collection processes.
- Develops and implements policies and procedures for HIPAA and non-HIPAA laboratory reporting systems including structural components of databases design of data screens and reports.
- Reviews and analyzes data for accuracy, integrity and completeness.
- Develops and implements processes and policies to maximize revenue from billing and testing services.
- Serves as a liaison with the outside billing company, the MA SPHL and administration to ensure accuracy and efficiency of payment for services.
- Reviews and analyzes data provided by billing company to evaluate performance, reconcile data transfer, billing service activities and revenue reports and recommend changes to streamline.

- Capability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
- Ability to coordinate the efforts of others in accomplishing assigned work objectives.
Preferred Qualifications:
- Familiar with laboratory certifications and accreditations to ensure adherence to certification and accreditation requirements to meet regulatory requirements for pre- & post- analytical responsibilities.
- Ability to maintain exceptional organizational skills.
- Ability to organize time and priorities effectively.
About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):
The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).
Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.
The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).
