Definition
Under general direction, the Land Surveyor performs difficult and complex surveying work and/or acts as supervisor to surveying/engineering staff. Determines legality of parcels; supervises the review of Records of Survey, Parcel Maps and Subdivision Maps for compliance with State and Local Codes; interprets and explains Local and State Codes, the Land Surveyors Act and Subdivision Map Act.
Distinguishing Characteristics
Land Surveyor requires professional registration. LSITs may be considered for exceptional candidates. Individuals may serve as project Surveyor in responsible charge on a single major or several minor clients in the review of survey and final maps. Individual may act as a consultant City Surveyor for specific clients.
Responsibilities:
  • Plans, organizes, coordinates and supervises the checking of maps to determine the technical correctness and proper survey procedures for maps submitted to various clients by licensed land surveyors and engineers according to the requirements local ordinances and of the Subdivision Map Act and Land Surveyor's Act.
  • Assists in the planning, organizing, coordinating and directing the survey functions related to design and construction of facilities.
  • Examines and processes Subdivision Improvement agreements, financial security documents, and requests for reduction and release of bonds and financial security documents for public improvements and special assessments in accordance with requirements.
  • Coordinates the work of assigned staff.
  • Prepares project budget and time requirements for survey assignments. (Task Orders)
  • Researches files and records to gather and collate needed documents for planning and execution of survey assignments.
  • Assigns jobs to staff and review and analyze their work in accordance with established policies, procedures and accepted survey practices.
  • On behalf of clients, analyzes record and field data to make boundary determinations and provides information and interpretations related to surveys, field notes, sketches, parcel maps, and subdivision maps to City and County departments, public agencies, consultants and private surveyors and engineers.
  • Provides information and interpretations of Subdivision Map Act, Land Surveyor's Act, Title 22 and the Sacramento County Code to developers, attorneys, land surveyors, engineers, realtors, and other concerned parties.
  • Provides technical advice and investigates inquiries concerning land division, land purchase, survey requirements and practices to county departments and public agencies.
  • When assigned, mediates disputes between city’s review and private land surveyors and engineers regarding comments on maps.
  • Provides review of tentative maps for completeness and upon completeness provide conditions of approval for said TM.
  • Performs related duties as assigned.
Knowledge and Skills:
  • Principles of engineering surveying, and mathematical concepts and practices, including boundary establishment and property description.
  • Principles of supervision, training, organization, and work scheduling.
  • The Land Surveyor's Act and Subdivision Map Act, applicable State laws and Sacramento County codes, and other related laws and ordinances concerning surveying and boundary determination.
  • General operation and acceptable techniques in the use of automated equipment and standard application software related to surveying functions.
  • Survey project budgeting and scoping.
  • Mapping and drafting techniques.
  • Ability to adapt and learn multiple cities’ subdivision and zoning ordinances.
  • The California Coordinate system.
  • Ability to:
  • Provide daily direction, guidance, organization, coordination, supervision, review and control the work of office survey staff.
  • Provide requisite interpretations of State laws, municipal codes, and related codes and ordinances applicable to the survey requirements and boundary determinations.
  • Perform a variety of administrative functions; prepare technical correspondence and complete comprehensive reports.
  • Develop and recommend policies and procedures.
  • Represent the Client in meetings and conferences with outside consultants, contractors, and other public agencies.
  • Read and interpret plans and specifications.
Minimum Qualifications
  • Either: 1. 3-5 years of full-time experience in municipal service in the class of Licensed/LSIT Land Surveyor, performing duties related to surveying and boundary determination.
  • Or: 2. Ten years of full-time experience related to paraprofessional surveying and boundary determinations at a supervisory or leadworker capacity.
Professional License Requirement:
Possess and maintain a valid California Land Surveyor's license or registration as a licensed Civil Engineer in the State of California prior to January 1, 1982 issued by the California State Board of Registration for Professional Engineers and Land Surveyors.
LSIT may be considered for exceptional candidates with Municipal experience.
License Requirement:
Possess and maintain a valid California Driver's License, Class C or higher.
Physical Requirements:
For some assignments incumbents must be physically capable of performing manual labor including the lifting and carrying of objects weighing up to 50 pounds; perform a variety of physical tasks in inclement weather and in a variety of difficult locations and conditions; must possess sufficient eye-hand coordination to utilize a variety of hand and power-driven tools.
Office Location
Interwest Elk Grove office will provide the home base for this position. Expectations are at least 3 days per week in office with some remote work available. Individuals may be placed in client offices full time upon demand of client.
Compensation: Competitive salary and benefits package.
Salary Range: $55.00 - $85.00 per hour
