GENERAL PURPOSE

Performs a variety of lead worker/working level, lifeguard, administrative, operations, maintenance and technical duties as needed to coordinate various day-to-day operations of the Swimming Pools including facilities and grounds.

SUPERVISION RECEIVED

Works under general supervision of the Aquatics Supervisor, Recreation and/or Recreation Services Director.

SUPERVISION EXERCISED

Provides close supervision to recreation personnel, i.e., Lifeguard(s) II or I on a regular basis.

ESSENTIAL FUNCTIONS

Lead worker: Follows practices and procedures of well-defined policies, work is reviewed periodically, and completed projects as assigned by Aquatics Supervisor in order to maintain recreation facilities, grounds and equipment; errors may result which affect one or more work groups; immediate supervisors must remedy errors related to accuracy and generally assume full accountability; impact may vary in severity.

Serves as supervisor on duty when required; handles emergencies; ensures that all shifts and daily work assignments are covered; creatively reassigns tasks as needed; ensures smooth operations; sets the pace and performs as a trainer of less experienced Lifeguard(s) assigned to duties at the Swimming Pools; resolves basic questions and problems related to operations and activities; assists with routine administrative duties, enters computer data, opens and closes daily registration activities; Documents revenues; opens and closes cash register; processes and balances daily deposit.

Books groups in swimming pools, supervises community service workers; responsible for the inventory of recreation supplies and equipment related to given facility. Organizes and signs time sheets when necessary; communicates user group concerns with upper management.

Swimming Pool(s): Performs as first line lifeguard, must maintain complete awareness of surroundings keeping track of patrons and their positions in the swimming pools and performing potentially lifesaving rescues when the situation arises. Participates in regularly scheduled in-service trainings and periodic conditioning exercises. Protect swimmers and save lives. Performs first aid, Cardio-Pulmonary Resuscitation (CPR) and utilizes Automatic Electronic Defibrillator (AED) as required.

Performs general public relations, customer services and problem solving, answer phones, educates patrons and citizens regarding operations, programs, policies, procedures, etc.; provides assistance to patrons; operates handicap lift to provide pool access for patrons with ADA requirements; may assist to deliver presentations to school groups; operates cash register to accept fees and payments.

Monitors and enforces patron and employee compliance with established operating rules, regulations, and safety practices and procedures; prevents food and drink from being consumed in pool area; assures compliance with safety practices and procedures; monitors weather conditions for lightning and removes patrons from pools and showers when lightning is nearby; fits patrons with life jackets.

Assists in the maintenance of the swimming pools, related machinery, equipment and grounds. Monitors and maintains pool filtration system. Monitors pool water chemistry through testing of water samples. Adjusts chemistry as needed to maintain standards. Trains in pool operations and water treatment; monitors chlorine and pH levels of pool to ensure a safe swimming environment.

Performs general custodial, landscaping and janitorial duties throughout facilities, grounds and restrooms, including maintenance, repairs, cleaning and disinfecting for bacteria, viruses, mold and fungi. May be required to handle hazardous chemicals and materials related to pools, grounds and facilities environments.

Removes bio-hazard materials (vomit, fecal matter, mucus, other bodily wastes, etc.) for the safety and well-being of the public. Follows protocol for dealing with bodily waste in the swimming pools, facilities and grounds.

Assists in implementing various aquatic competitions throughout the year; performs as a Certified Pool Operator (CPO); performs as Lifeguard Instructor (LGI) and Water Safety Instructor (WSI) in teaching swimming lessons and water aerobics including all levels of swimming and lifesaving skills following established Red Cross or nationally recognized lessons plans, to children, youth, and adults; creates, reviews and implements lessons plans; monitors activities during recreation swimming to ensure that safety rules are followed; tests program participants for swimming skill levels; passes participants for participation in more advanced classes; trains in pool operations and water treatment; monitors all pool chemicals and temperatures and maintains them at established levels to ensure a safe swimming environment; performs water treatment; maintains first-aid equipment; clean strainers and filters; secure chemicals; ensure that chemical dispensers are operating properly and filled as needed.

Ensure that facility has been cleaned by janitorial staff, complete daily checklists and logs. Check locker rooms for patron safety and to ensure that showers are in working order. Monitor the use of alternative methods of water chemistry.

Monitors and may perform plumbing, mechanical and electrical maintenance and repairs as required (replace plumbing in emergency situation; light heating elements; clean vacuum lines for pool; install, reprogram and rewire chemical monitoring computers; repair water features; install additional facility components as needed; etc.) Maintain Dectron (dehumidifier and air quality control) unit including cleaning, greasing, adjusting settings, cleaning and replacing filters and belts for air quality. Monitors and may perform general facility maintenance and repairs as required.

Performs a variety of miscellaneous duties such as running errands; performs banking duties as required; picking up supplies needed for activities; inventory of pool items; general facility set up and take down including electronic equipment, tables and chairs; operates fifteen passenger van; etc.; responds to public inquiries about aquatics programs and facilities.

Performs all other duties as directed and/or assigned including those at other facilities.

MINIMUM QUALIFICATIONS

Education and Experience: Graduation from high school or GED; plus, year (1) year of specialized training provided through, professional workshops, seminars or on-the-job training related to above duties; AND Two (2) years of experience in recreation facility operations or recreation program operations; OR an equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

Working knowledge of rules, regulations, policies, and procedures typical of a government agency or municipal swimming pools; general facilities and grounds maintenance; interpersonal communication skills; public relations; chlorine and pH levels required to maintain a safe swimming pool environment; the operating practices for city recreation and community education programs; general principles and practices of program development and evaluation, general water safety principles and practices; Red Cross swimming/lifesaving lesson plans for all skill levels of students; Red Cross record keeping/reporting requirements; principles of management, supervision and employee motivation. Some knowledge of basic legal environment related to safety and risk management practices and principles.

Skill in teaching swimming/lifesaving skills to students of all age and skill levels; in monitoring activities and enforcing safety rules to maintain a safe swimming environment; maintaining records and preparing reports; the use of office equipment, i.e., personal computer, phone, fax, cash register, adding machine, passenger van, scanner, digital camera, etc.; various hand tools used in the maintenance of swimming pool equipment; common hand tools; pool testing equipment; power sprayer; gardening tools, floor cleaner, basic math skills; English and grammar skills. Some skill in the art of diplomacy and cooperative problem solving.

Ability to operate personal computer in utilizing various programs to produce or compose formal documents, reports and records; keep operating records and prepare reports; communicate effectively verbally and in writing; develop effective working relationships with supervisors, fellow employees, and the public; train staff; exercise initiative, independent judgment and to act creatively and resourcefully under varying conditions; deal effectively with moderate stress levels caused by constant interaction with the public, customer accidents and injuries resulting from the inherently dangerous nature of various recreation activities taking place at facilities; operate automobiles; sit, observe and monitor patrons for long periods of time at heights up to eight feet.

Special Qualifications:

Must possess Cardio-Pulmonary Resuscitation for the Professional Rescuer, First Aid, Lifeguard Training for the Professional Rescuer, Automatic Electronic Defibrillator, Preventing Disease Transmission, Blood borne Pathogens, Water Safety Instructor, and Lifeguard Instructor training (LGI) certification from the American Red Cross or be able to obtain such within a specified time frame. Must possess Pool and Spa Operator’s certification or be able to obtain such as within a specified time frame.

Work Environment:

Incumbent of the position performs in a recreation indoor and outdoor environments with/without appropriate climate controls. Some outdoor work is required in the monitoring of various programs, activities and other duties. Tasks require variety of physical activities, generally involving muscular strain, related to swimming, walking, standing, stooping, sitting, and reaching. Exposed daily to wet and/or humid conditions, pool and cleaning chemicals, or airborne particles. Periodic exposure to air borne and blood-borne pathogens. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Essential functions require swimming, talking, hearing and seeing. Must occasionally move up to 100 pounds. Must periodically push or pull in excess of 1,000 lbs. with the aid of rollers, lifeguard boards and related equipment. Common eye, hand, finger dexterity exist. Common agility, coordination and balance exist. Mental application utilizes memory for details, listening, patience, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic travel required in normal course of job performance.
