- The Manager oversees and implements all aspects of environmental contracts related to water supply, water quality, water development, and other assigned environmental programs.
- Monitors contract deliverables, maintain budget projections and communicates with clients, management, and team members on status and issues affecting performance.

- Directly manages office and field activities of environmental, technical, and administrative staff and contractors; maintains contact with employees in person or via Microsoft Teams and phone to ensure needs are being met.
- Observes employees at work, receives feedback from clients, and report pertinent information to management.
- Actively participates in recruiting and onboarding of new employees; makes personnel decisions and evaluates employee performance; documents and initiates personnel actions; sets performance expectations, standards, and work schedules to meet completion dates; performs quality assurance of work products.
- 40% Reviews contracts and identifies programmatic requirements; estimates staffing needs; develops and maintains budget forecasts and updates for multiple contracts; oversees the preparation of routine status reports and quarterly/annual activity summaries; reviews and approves monthly invoices; works with UTA budget office to ensure accurate, timely, and complete expenditure of contract and obligated UTA funds.
- 30% Works with the management team to monitor operations of the Austin office; works with vendors to resolve maintenance and telecommunications matters; and works with the management team on sufficient staffing schedules.
- 15% Participates in workgroups and manages strategic planning meetings, and teleconferences with key partners; maintains business relationships with interdisciplinary environmental professional organizations; identifies and develops proposals for future funding opportunities; writes contract proposals and drafts; establishes and executes related work plans.

Minimum Qualifications:
Bachelor’s degree in environmental science, engineering, business, or relevant discipline from an accredited college or university or equivalent with four years of related work experience; and two years of management experience; or equivalent combination of education and relevant experience may be substituted as appropriate.

Preferred Qualifications:
- Master’s degree in environmental science.
- Experience with writing grant or contract proposals, negotiating contracts, and managing programmatic and budgetary aspects of grants and contracts.
- Familiarity with state and federal environmental rules, regulations, and issues.
- Must be self-motivated, highly organized, articulate, and possess excellent verbal and written communication skills.
- Experience in managing the work of others in a result-driven, collaborative environment.
Knowledge, skills, and abilities:
- Knowledge of budget, project, and personnel management principles; Microsoft Office software; database interfaces; customer service principles; spelling; and grammar.
- Skill in communicating effectively with internal and external customers verbally and in writing; analyzing data and information to determine proper outcomes; managing budgets and tracking revenue and expenditures; maintaining records by institutional paper and electronic file management requirements leading multiple teams in a results-driven environment; coordinating or assigning work or others; complex problem solving, decision making, and planning; prioritizing workloads; interacting tactfully and professionally with clients, co-workers, and university staff.
- Ability to sit, stand, bend, walk, and lift 25 lbs of equipment or paper documents or files; to move in and around personal work space and to and from other areas of the office or building using wheelchair or other aid, if necessary, to attend meetings, deliver/retrieve materials, conduct interviews, or other activities outside of personal workspace; to use creative thinking to originate new methodologies, concepts, or programs, or to solve highly complex and unique problems impacting business processes; to communicate verbally with clients/customers to gather information &/or explain rules and regulations; to routinely record information such as draft correspondence, reports, documents, policies, and procedures, conduct interviews and record information, prepare lengthy documents using handwritten or mechanical means; and to perform visual activities requiring prolonged attention to detail such as editing and proofreading.

- Travel frequently (i.e., weekly or monthly) for activities such as conducting training, attending meetings or training, supervising the work of others, or other activities requiring travel under normal conditions.
