PRIMARY DUTIES & RESPONSIBILITIES
Salary to be commensurate with experience.
The Hiring range for this position is $114,994.97-$143,743.71/Annually.
The Salary range for this position is $114.994.97-$179,679.64/Annually.
Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.
This position offers a hybrid work arrangement, allowing for both in-office and remote work.
OVERVIEW OF POSITION / DEPARTMENT
The Transportation Projects Delivery Manager plans, organizes and manages the City's capital improvement program for transportation projects and complex professional engineering work under the direction of the Deputy Director of Public Works -Engineering. Program areas include City Council's priority projects, bridges, alleys, multi-modal connections, completion of First and Last Mile Station connections and large, regional infrastructure improvements.
PRIMARY DUTIES & RESPONSIBILITIES
  • Manages engineering, design, and construction of transportation projects within the City's capital improvement program
  • Manages the development, preparation, and recommendations for the capital improvements program budget to the Deputy Director
  • Coordinates engineering review with other departments, outside agencies, and jurisdictions
  • Develops and/or reviews plans and specifications for major work projects and contracts;
  • Provides assistance and guidance to management and City Council on transportation engineering matters
  • Conducts or directs technical research on special projects
  • Prepares technical reports
  • Prepares, presents and effectively communicates technical issues and projects to citizens and elected officials
  • Represents department at meetings and on committees
  • Develops and proposes engineering policies
  • Monitors program budget, including expenditures
  • Establishes and reviews work methods, procedures, and standards
  • Assists in developing operational priorities, goals, and objectives
  • Direct supervisor for engineering supervisors, technical and support staff
  • Responsible for supervision and training of assigned employees and staff
  • Makes recommendations to the Deputy Director of Public Works Engineering regarding selection, hiring, training, evaluating and disciplining assigned employees
  • Responds to citizen complaints and inquiries
  • Perform other duties as necessary or assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
  • Bachelor's degree in civil engineering, construction management or directly related field
Experience:
  • At least 5 years progressively responsible experience public works engineering
  • At least 3 years’ experience supervising personnel involved in civil engineering or capital project management
Knowledge of:
  • Comprehensive knowledge of the principles and practices of civil engineering
  • Construction management and practices for civil engineering projects
  • Computer-aided design and drafting
  • Federal, state, and local engineering standards and regulations
  • Budgeting
  • Financial management
Skills in:
  • Strong interpersonal, analytical, decision-making, and managerial skills
Abilities to:
  • Establish and maintain effective working relationships with employees, citizens and elected officials
  • Handle sensitive situations with tact and diplomacy
  • Communicate effectively both orally and in writing
  • Establish and fulfill goals and objectives
  • Direct and effectively supervise other employees
  • Administer budgets
Licenses and Certifications Required:
  • Licensed as a Professional Engineer in the State of Colorado
  • Colorado Driver's License with a good driving record
WORKING CONDITIONS
Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
  • Sedentary physical work requiring the ability to lift a maximum of 10 pounds
  • Occasional lifting, carrying, walking and standing
  • Frequent hand/eye coordination for operation of office equipment
  • Vision for reading and interpreting reports and data analysis and preparation
  • Frequent speech communication, hearing and listening to maintain communication with employees and citizens
  • Speech communication to give instructions and provide technical direction
  • Vision to read gauges and instructions and operate equipment
  • Hearing/listening for instructions and warning signals
Work Environment:
  • Works primarily indoors in a typical office environment
  • Occasional outdoor work with exposure to varying weather conditions, noise, dust, and traffic
Equipment Used:
  • Computer and engineering instruments; electronic components; motor vehicle
  • This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
