- the development of proposals, bids, RFP responses, and other documents that describe Mass General Brigham Health Plan’s products, programs, and services in response to requests from prospective and renewing clients
- the identification of implementation and contractual requirements for winning proposals
- the identification of policies and procedures for the department
- quality control for internal Sales Operations processes
- network analyses related to RFPs (e.g., provider disruption and access reporting)
- standard and key account performance guarantees reporting, including identification and escalation of issues
- vendor relationship management
Principal Duties and Responsibilities:
- Analyzes RFP requirements and develops timeline to meet proposal requirements
- Identifies and assesses proposal issues and facilitates the escalation of issues and final approvals to Senior Management
- Collaborates and coordinates with internal contributors and subject matter experts to ensure content is complete, accurate, and professionally written
- Facilitates regular progress meetings with the proposal team, while ensuring adherence to the established schedule
- Ensures the final proposal satisfies all RFP requirements
- Maintains the ASO Catalog of Services
- Oversees final proposal document production (in print and/or electronic format), delivery, and delivery confirmation
- Identifies implementation and contractual requirements for winning proposals
- Champions the use of RFPIO as the central tool for approved content for all RFP work
- Oversees the maintenance and accuracy of the RFPIO platform including the proposal response function and content library
- Identifies and implements department policies and procedures
- Manages quality control across Sales Operations
- Oversees the collection and assessment of performance guarantee results and determines if further action is required to minimize risk
- Oversees network analysis function (provider disruption and geo-access)
- Manages relationships with vendors (e.g., HSA/HRA, print and fulfillment, RFP platform, miEdge)
- Participates in continuous improvement to find new ways to enhance the existing services
- Manages staff, defines team initiatives, and tracks success metrics
- Works within the department to assist in the development of department agendas and workplans, as necessary
- Contributes to cross-functional projects led by other departments, where appropriate
- Hold self and others accountable to meet commitments.

Qualifications:
- Bachelor’s Degree in health care, business, or related field
- 4+ years of progressive experience in health insurance
- 5+ years of proposal development
- 3+ years of management experience
- Experience with the RFPIO platform

Working Conditions:
- Work outside of normal business hours as required to complete proposals, projects, and reports by deadlines
- Work is normally performed in a typical remote office work environment
- Required to work onsite as needed
