JOB SUMMARY:
Under the direction of the Director of Vendor Management, the Manager, Vendor Management will be responsible for oversight, development, and execution of the vendor management program. Responsibilities will include editing/updating documentation, implementation and maintenance of vendor management policies, procedures, risk assessment and metrics tracking. The Manager, Vendor Management will work to ensure Alameda Alliance maintains healthy and strategic vendor relationships and track and report vendor metrics.
ESSENTIAL FUNCTIONS OF THE JOB:
- Staff Management: Manages two of the Plan’s vendor management professionals (the vendor analyst and contract management administrator), including actively mentoring, and training. The vendor analyst and contract management administrator are responsible for the purchasing and contract systems and databases; the manager is responsible for problem solving, enhancing, and providing daily support in these systems.
- Manages assigned vendor contract processes by negotiating and drafting commercial provisions within template guidelines; managing contract lifecycle and procurement workflows within systems; identifying cost savings and requests for proposal (RFP) opportunities and communicating them to sourcing managers; identifying purchases made with purchase orders (PO) only; and conducting research and benchmarking to ensure price competitiveness.
- Helps develop staff training materials, processes, and skills development.
- Develops and maintains long term relationships with Tier 1 and Tier 2 vendors assigned, which require greater internal department coordination, and external vendor coordination. Tier 1 vendors are those with the highest cost and risk thresholds; Tier 2 are those with medium risk. Typically these vendors are low turnover, because of the strategic nature of their business, but this increases their performance risk. Included in this management is:
- oversight over regular status meetings
- frequent joint operating meetings
- on-site audits
- regulatory reporting
- Leads and participates in internal and external committees and meetings.
- Complies with the organization’s Code of Conduct, all regulatory and contractual requirements, organizational policies, procedures, and internal controls.

- Completes other special projects and duties as assigned.
PHYSICAL REQUIREMENTS:
- Constant and close visual work at a computer, keyboard, and mouse.
- Constant sitting and working at desk.
- Constant verbal and written communication with staff and external vendors/business associates by telephone, email, or in person.
- Frequent lifting of folders and other objects weighing between 0 and 30lbs.
- Frequent walking and/or standing.
- Occasional driving of automobiles.

MINIMUM QUALIFICATIONS:
EDUCATION OR TRAINING EQUIVALENT TO:
- Bachelor’s degree (or equivalent experience) required.
- Familiarity with managed care and publicly funded health programs (Medicare, Medi-Cal) preferred.
MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:
2 to 5 years of experience in a purchasing, project management, legal, or compliance role.

- Posses strong management and leadership skills.
- Strong analytical and mathematic skills, and business acumen.
- Ability to exercise sound judgment when making business decisions and when to involve senior leadership staff.
- Ability to work independently and as a member of a team, take initiative, set priorities and see projects through completion.
- Ability to work effectively in a fast-paced environment, meet deadlines, handle multiple tasks, and respond to changing priorities.
- Strong ability to establish effective working relationships within the office and with clients, vendors and others outside the company.
- Ability to perform mathematical functions - add, subtract, multiply, divide, work with percentages, etc.
- Excellent written and verbal communication skills.
- Proficiency in correct usage of the English language including grammar and punctuation.
SALARY RANGE $121,730.28 - $182,595.42 ANNUALLY
