Minimum Qualifications
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering or in a field related to the job, plus eight (8) years of experience in engineering, including six (6) years of experience which were acquired after licensing as a professional engineer and including four (4) years of experience before or after licensing which were in a supervisory capacity.
- Graduation with a Master’s degree from an accredited college or university can substitute for up to one (1) year of experience.
- Graduation with a Doctor of Philosophy (PhD) degree from an accredited college or university can substitute for up to two (2) years of experience.
Licenses or Certifications:
- Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.

POSITION OVERVIEW :
This position will serve as the manager of the division within Watershed Protection responsible for the oversight of capital and in-house project delivery program management. The position will report directly to the Assistant Director of the Watershed Protection Department and will have supervisory responsibilities of the work of five direct reports.
The position is accountable for planning, directing, and controlling resources required for Capital Improvement Program (CIP) management and coordination, Asset Management Planning and CIP Coordination team, alternative project delivery & external funding and the Waller Creek Capital Program. These functions will span the Department’s three primary missions (flood risk reduction, stream restoration, and water quality protection) and require a high degree of integration with business and service delivery processes across all parts of the organization, as well as with other City processes and departments. The position will work with engineers within the Project Design and Delivery Divisions to ensure that capital projects are planned and implemented in accordance with the City’s and WPD CIP guidelines and procedures; lead and/or support the development and implementation of performance measures for the project delivery groups in the Watershed Protection Department and manage a quality assurance / quality control (QA/QC) program reviews at the various life cycle milestones.
This management role will assess citywide problems associated with the missions of Watershed Protection using the systems of record databases (311, Maximo, WPD asset management, inspections, modelling, strategic plan risk assessments). The position will be responsible for developing and managing tracking systems for identified problems and engineering project assignments. In addition, the position will lead the in-house project delivery program management which coordinates and develops processes for in-house and field engineering projects. The position will sponsor the departments professional services rotation lists for CIP and Indefinite Duration / Indefinite Quantity (IDIQ) contracts for open and closed systems used for in-house design.

Preferred Qualifications
Preferred Experience:
- Knowledge of and experience with various Department’s Capital Improvement Program (CIP) projects (e.g., creek flood risk reduction, storm drain system improvements, open channel stormwater conveyance, stream channel stabilization and restoration, stormwater detention, and stormwater treatment) delivery processes – funding planning and sourcing, feasibility evaluation, preliminary engineering, engineering design, quality assurance/control, permitting, construction bid document preparation, and construction management.
- Demonstrated successful leadership in development of start-up initiatives and programs related to infrastructure asset management (short and long-range planning) and project delivery across teams and departments.
- Demonstrated successful experience in leading engineering and technical support staff for project delivery of infrastructure projects.
- Project Management Professional (PMP)® or Certified Associate in Project Management (CAPM)® credentials.
- Ability to travel to more than one work location.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Manages, coordinates, implements, and/or monitors projects/programs including the review of plans and development proposals for impacts related to engineering project/program. Recommends revisions and permit requirements to mitigate negative impacts of development and assures plans conform to City policies. Approves construction plans.
- Manages contracts by reviewing monthly progress reports. Acts as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, or suppliers and the City. Negotiates problems of changes, errors, or deficiencies and ensures compliance with project specifications and requirements. Resolves conflicts in difficult situations. Reviews, evaluates, and prepares replies to technical and management audits. Is the interdivisional liaison for coordinating the various phases of designing, planning, and preparation of project details.
- Interacts with internal and external customers to determine business needs by responding to inquiries from the public and other departments about the process, requirements, and procedures of the development process. Investigates and resolves complaints from the public.
- Develops and implements standard operating procedures, policies, and ordinances by applying advance technical and managerial knowledge and applying changes to meet departmental business goals and objectives. Monitors projects for regulatory compliance.
- Monitors projects for legal compliance by applying engineering principles; contract and purchasing policies; and affected ordinances, codes, and regulations.
- Markets programs to various customers.
- Develops and monitors budgets for multiple CIP projects, programs, and/or divisions. Is responsible for projects by developing, managing, and submitting proposed budget forecast planning for short- and long-term City planning. Develops long- and short-term planning/strategies. Coordinates, monitors, and manages grants.
- Attends meetings and conducts presentations to City Council, Boards, Commissions, etc. in managing programs/projects. Solicits and assesses third-party needs and requests by reviewing and providing solutions.
- Develops and conducts training by determining business needs and scope of work performed by personnel and implementing programs. Provides technical advice and direction for assigned division, project, or program personnel. Develops design criteria and develops and monitors performance criteria.
