About the division:
The Medicaid Customer Service (MCS) Division works across the Health Care Authority (HCA) and in partnership with the health care community at local, state, and federal levels, to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) customers’ ability to access appropriate, quality health care.

About the position:

The MEDS Section Manager (WMS) directly supports the Health Care Authority as the expert in medical eligibility and key advisor to the Division Director and executive level staff and is directly accountable for all operations, delivery and corresponding results associated with Modified Adjusted Gross Income (MAGI) eligibility work as defined by the Affordable Care Act in CFR and WAC as well as the SCHIP children's premium program, the Family Planning program, and Apple Health (Medicaid) for children in foster care or adoption support, and former foster care youth. Responsibilities include working closely with the Health Benefit Exchange (HBE) and their call center as well as the Economic Services Administration and their Community Services Offices and their call centers to coordinate services among the three entities. This position is also responsible for the development of statewide and regional operational policies and strategic plans and to ensure the activities of the facility-based team members and in-person services maintain performance standards that comply with all HCA, state, and federal policies and procedures.

This position is eligible to telework and is typically not required to report on-site. Travel is a possibility when attending training sessions, meetings off-sites, or conducting facility site visits.

Duties

Some of what you will do:
  • Provide strategic direction and oversees the day-to-day operations of the Medical Eligibility Determination Services (MEDS) section, a team of over 175 FTEs.
  • Directs and controls the activities of in-person, facility-based team members statewide through effective deployment of staff resources and shifting priorities of a rapidly changing workload.
  • Establishes organizational goals and objectives for administration of Medicaid program policy and procedures; reviews and evaluates programs, procedures, policies, and operational methods to assure coordinated implementation of programs: revises procedures and methods as needed to achieve optimum effectiveness.
  • Serve as the Agency’s highest level technical expert/authority regarding the Medicaid eligibility Modified Adjusted Gross Income (MAGI) methodology as required by the Affordable Care Act. Provides leadership for operation of this program in the Agency and across the HHS Coalition.
  • This position is directly responsible to make continual decisions related to the implementation of new policies and processes that represent entirely new operations.
  • Directly responsible for implementing changes in federal and state program requirements, new programs and policies. Implementation of new eligibility policy is reviewed by this position and taken to the Division Director for final approval.
  • Participates on committees and work groups and makes recommendations in the formulation of statewide medical assistance policy and procedures.
  • The position requires the continuous administration of professional, technical, and supervisory staff engaged in complex eligibility work that affects approximately 1.9 million children, pregnant women, and adults residing in Washington state.
  • This is a critical position serving on the Agency's Continuity of Operations Plan (COOP) council establishing a system for developing, adopting, maintaining, distributing operational plans, and ensuring the agency continued performance during disaster and agency closure situations.

Qualifications

Required qualifications:
  • A Bachelor’s degree in health care administration, public health, public administration, social services, business administration, or related field.
  • Equivalent education and/or experience (government operations, policy, or business management) is acceptable to meet this requirement. One year experience equals one year education.
Experience:
  • Five (5) years of supervisory or management experience working with clients and providers in social services, health medical environment, and/or state health insurance programs
  • Experience with strategic short and long-range planning, decision making, leadership and mentoring to maximize program needs with limited resources.
  • Applied knowledge of the Washington State personnel policies and labor relations, including experience in the direction of technical staff and highly skilled professionals.
  • Experience sponsoring and/or leading workgroups and work teams to achieve high quality results.
  • Experience delegating and monitoring plans and activities of professional supervisory and program management staff.
  • Familiarity with legal context of policy such as RCW, WAC, and federal statutes and regulations related to Medicaid and Medicare.

Preferred qualifications:
  • Knowledge of Health Care Authority programs, direct client services and managed care delivery systems; federal Medicaid policy; and personnel policy.
  • Lean Six Sigma Green Belt certification.
