Job Summary:
Provides outpatient mental health services for clients admitted into the Great Circle Recovery, Opioid Treatment Program (OTP). Performs intake, assessment, referral, record keeping, and develops treatment plans. Ensures the provision of health care services takes place in a professional, non-bias environment and is accomplished in an efficient and respectful manner. Contributes to accomplishment of the Tribe's holistic health and wellness objectives for clients.
Essential Functions:
- Provides mental health counseling services from a trauma informed perspective and approach for clients of the Opioid Treatment Program.
- Provides counseling services to clients having problems of a social, psychological and/or economic nature that have a bearing on their overall health and well-being.
- Provides coordination, identification, and warm hand off to internal OTP team for case management needs identified not currently being addressed in OTP plan of care.
- Interviews clients and others to obtain data on client's personal, social and emotional history. Prepares case histories to provide information on client's personality and behavior as required for diagnosis and treatment. Participates as team member in conferences on behalf of clients in Multi-Disciplinary Team Meetings.
- Provides individual and group therapy to those indicating a need for such an approach to problem solving.
- Ensures clients understand, accept, and follow medical recommendations and provide services to restore clients to optimum functional level.
- Makes court appearances and provides testimony consistent with confidentiality obligations when requested by the Tribe.
- Works in community groups and with community leaders to facilitate the community problem solving process.
- Follows Federal and State law and policy as it relates to community health outreach and social work functions services.
- Provides advise, assistance and training to other human services workers in the health program and the community, as appropriate and when requested, within the limits of incumbent's technical knowledge.
- Maintains continuing Education for Certification, completes up to 80 hours skills training every two years (for re-certification), ensures CPR/First aid card is up to date, and maintains certification and clinical skills.
- Handles protected health information (PHI) in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
- Performs a variety of other duties as assigned by supervisor including consultation and
Education, Experience, and Licenses:
- Master's degree in counseling, social work, or psychology or closely related field of study. Ph.D. in behavioral health care, Psy.D. in psychology or closely related field of study preferred.
- Requires either a license as a Psychologist, an Oregon Professional Counselor license or an Oregon Clinical Social Worker license, or supervision in the field and completion of this requirement within eighteen months of hire. If applicant is from out of state, requires eligibility to qualify for Oregon licensing during employment introductory period.
- Requires a minimum of three (3) years of experience in clinical behavioral health services.
- OR equivalent combination of education, training and experience.
Driving Requirements:
- This position may require driving.
Qualifications, Registrations, and Certifications:
- Requires two (2) years abstinence from alcohol and chemical dependency (if recovering person).
- Interview candidate selection is subject to review of certain healthcare guidelines, such as ensuring the chosen candidate does not have multiple roles and/or relationships with clientele being served.
- Adherences to the organization's policies and procedures covering the privacy, access, and client health information in compliance with Federal and state laws and the healthcare organization's information privacy practices. Must have a working knowledge of the Privacy Act/HIPPA and its applications.
- Knowledge of medical terminology.
- Must have strong interpersonal skills working with individuals from diverse backgrounds.
- Must respect all others regardless of age, gender, ethnicity, or income level.
- Must possess a strong knowledge base of medications to aid in the recovery process.
- Requires working knowledge and proficiency in use of office equipment and computer software such as Microsoft products.
- Must have the ability to resolve conflict while utilizing conflict management philosophies.
- Requires excellent verbal and written communication skills, business, and telephone etiquette.
- Must have the ability to work with minimal supervision.
- Must have excellent organizational skills, attention to detail and record keeping skills.
- Must have ability to respond courteously and tactfully to complaints and client requests.
- Electronic Health Record (EHR) knowledge is highly desirable. Preferably with NextGen or Methasoft.
- Knowledge of and sensitivity to Native American culture required.
Environmental Factors and Conditions/Physical Requirements:
- Continually requires the ability to express or receive detailed information or important instructions through oral communication.
- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 10 pounds.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
- May be called upon to serve as a Disaster Reservist during emergencies.
- Local travel and is occasionally required. Travel outside of the state is occasionally required.
