SUMMARY: Under the general direction of the Utility Customer Service Meter Crew Leader, this position performs the installation, maintenance, repair, replacement and reading of water meters for both residential and commercial customers. The Utility Customer Service Meter Technician should always provide excellent customer service to all the citizens and staff.

The intent of this position description is to provide a summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) duties include but are not limited to the following:

ESSENTIAL JOB FUNCTIONS:

  • Installs and troubleshoots Automated Meter Infrastructure (AMI) meters to automatically collect consumption of residential and commercial water meters.
  • Investigates and reports mechanical and electrical meter failures.
  • Performs tests to calibrate equipment to ensure water meters are functioning accurately.
  • Learn TCEQ compliance practices and procedures.
  • Maintains inventory, including loss prevention and inventory control.
  • Ensures that work orders are updated and completed daily.
  • Installs new water meters and disconnects meters for nonpayment.
  • Organizes tools, equipment, and supplies necessary to complete assignments.
  • Inspects and cleans equipment and tools to maintain safe operating order.
  • Detect any necessary repairs by performing routine inspections of assigned areas.
  • Works closely with the water department to gain an understanding of our utility needs.
  • Assists utility customer service with customer concerns.
  • Uses standard office equipment including a computers and smartphone; able to drive the City vehicles to work sites, transports materials, and assists other staff as required.
  • Ensures that worksites are clean after work is performed and replaces landscaping.

OTHER DUTIES AND RESPONSIBILITIES:

  • Provides backup assistance, on-call coverage, and support to other City departments including evenings, holidays, and weekends, as assigned.
  • Assists crew leader(s) and maintenance staff with completion of work orders and with heavy workloads or emergency repairs, as assigned.
  • Travels to conduct on-site inspections, and attend meetings, conferences, and training.
  • Demonstrate a willingness to perform duties in a team environment.
  • Ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  • Performs other related duties as assigned.
  • Willingness to cross train as needed for meeting departmental objectives.
  • Excellent time management skills.

REQUIRED KNOWLEDGE AND SKILLS:

  • Knowledge of general maintenance and repair techniques for common tools and equipment used in general meter installation and maintenance work, and procedures.
  • Proficiency in water utility procedures.
  • Knowledge of Geographic Information Systems (GIS) and use.
  • Must have effective communication and record keeping skills.
  • Knowledge of the operation and maintenance of power and hand tools.
  • Knowledge and ability to follow City policies and procedures.
  • Skill in following oral and written communications and directions.
  • Knowledge of public utility easements, plumbing practices.
  • Knowledge of inventory control methods and techniques.
  • Knowledge of computers and related equipment, hardware, and software.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Skill in resolving customer complaints and concerns.
  • Ability to establish and maintain good working relationships with City employees and the public.

MINIMUM QUALIFICATIONS:

  • Entry Level and No Experience Required. One (1) year water meter experience is preferred.
  • High school diploma or General Education Diploma (GED) is required.
  • Must hold a Valid Class C Texas Driver's License.
  • Must pass pre-employment drug screen and motor vehicle record check.


PREFERENCES:

  • Preference given to an individual with utility meter reading, replacement, repair services experience.
  • Experience with Incode 10, LOGIC, Scadia, CitiWorks or MyGov software.
  • Preference given to individuals who have the TCEQ Class D and C Water License.
  • Bilingual preferred, but not required.


ENVIRONMENTAL FACTORS AND CONDITIONS/PHYSICAL REQUIREMENTS:

  • Work is performed in office and construction maintenance (field) environments.
  • May be subject to repetitive motion such as typing, data entry and vision to monitor.
  • May be subject to standing and walking over rough or unstable terrain, bending, reaching, kneeling, and lifting such as repairing and replacing water meters.
  • May be subject to on-call duty and emergency dispatch scenarios.
  • May be subject to operating heavy equipment and power tools.
  • May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, and air and water borne pathogens common to water utility lines and construction sites.
  • The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds.

EQUIPMENT AND TOOLS UTILIZED:

  • Equipment utilized includes personal computer, copier, calculator, fax machine, two-way radio, cellular telephone, power and hand tools, and department vehicles.

CONDITIONS OF EMPLOYMENT:

  • Must pass all relevant pre-employment screening/tests/examinations.
  • Must possess State of Texas Driver's License or be able to acquire within reasonable time.
