Position Summary:
The NASA Program Liaison leads and administers contract efforts with the National Aeronautics and Space Administration (NASA), while ensuring all actions are closely monitored and issues resolved in a timely manner. The PLM is the primary interface and point of contact with the government program authorities and representatives on the NASA project. The PLM leads contractor operations by implementing standardized procedures and controls and developing positive customer relationships between Contracting Officer Representative (COR) and Airbus Helicopters, Inc. to meet and achieve contract objectives.
Primary Responsibilities:
1. Program Management & Customer Support: 40%
- Respond to on-site customer's requests for assistance in all program related matters.
- Responsible for all activities relating to government and contractor owned property.
- Administers property in areas of acquisition, receiving, records storage and movement, consumption, utilization, maintenance, physical inventories, and disposition in accordance with Federal Acquisition Requirements (FAR).
- Contract's Property Custodian to the NASA Property Office.
- Work in close communication with Airbus Customer Support Manager to address any customer requirements that require immediate attention and timely resolution.
- Perform onboarding activities for contracted staff, including badging and NASA background investigation.
- Administer required working assets and ensure completion of all required training, physicals, certification, and re-certification requirements.
- Ensure contractor adherence to established standards of individual performance.
- Coordinate activities of all assigned personnel by establishing duties required to accomplish maintenance and mission support.
- Ensure compliance with NASA and Airbus' processes and procedures for: risk management; environmental protection and hazardous materials storage and disposition; erosion and corrosion prevention and repair; system safety; quality system; safety and health plan; parts removal and disposition; foreign object debris (FOD) prevention
- Provide inputs and scheduling data into the NASA Aircraft Management Information System (NAMIS) to populate the aircraft mission schedule for Kennedy Space Center assigned aircraft on a weekly basis.
- Use the NAMIS software to identify and report on all aircraft spares requisitions, receipts, issues, turn-ins and Due in from Maintenance (DIFM) transactions.
- Track all aircraft maintenance actions including calibration items, tool and equipment usage, fuel usage, inspections, overhauls, and configuration changes. Schedule all flights by aircraft and aircrew and gather all flight times, cycles, and aircrew currency events for aircraft operations, maintenance, and logistics support services
- Maintain and retain aircraft maintenance, operational, and related records and data in adherence with applicable recordkeeping protocols.
- Maintain quality assurance records for inspection and review by NASA.
- Support related flight operations meetings including staff meetings, scheduling meetings, and initial and recurrent training relevant to assigned duties
- Support NASA quality assurance and safety personnel in the development of inspections, safety analyses, and resolution of issues
- Maintain a clean and safe environment in the government provided aircraft hangar
- Provide input on Airbus preparation for monthly cost reports of NASA aircraft operations
2. Logistics and Flight Operations Support: 40%
- Responsible for Materials Resource Planning (MRP) and ordering of all parts for scheduled and unscheduled maintenance along with management of spares in inventory and stocking thresholds.
- Accountable for the procurement of all consumables and bench stock for helicopter maintenance activities.
- Coordinate logistics for offsite vendor servicing of equipment and tooling (i.e., NVG Goggle servicing and calibrated tooling).
- Track and document all tooling and equipment inspections.
- Arrange repair or replacement of unserviceable tooling and equipment.
- Administer the contract's Fall Protection Program including development and implementation of the plan while adhering to NASA's Contractor Safety Program Requirements.
- Responsible for identification, collection, packaging/labeling and shipping of all hazardous and controlled waste generated by contract activities.
- Manage the waste storage site and coordinate site specific employee training as required by the EPA.
- Provide analytical customer support in terms of logistics forecasting, inventory reviews, and problematic support issues related to post production and life cycle costs and planning.
- Process warranty claims as needed.
- Provide logistical services (purchasing, inventory control, storage, tracking, etc.) for the identification, procurement, tracking, inventory, and storage of hardware, equipment, and supplies required to operate and maintain aircraft and AGE
- Follow the documented tool control plan (TCP) to ensure the accuracy of tool inventories and address lost tools.
- Records Custodian in support of NASA Procedural Requirement (NPR) 1441.1, NASA Records Management Program Plan Requirements.
- Prepare and submit the annual File Plan Report to the KSC Records Management Office.
- Develop and apply working procedures related to Health & Safety, Environmental Protection and Aviation Ground Safety in alignment with governing NASA Policy and Procedural Directives.
3. Financials and Metrics: 20%:
- Create, maintain, update and distribute KPI's as requested by Program Management
- Support Airbus accounting department to allow for preparation and submission of invoices.
- Successfully complete training programs as designated by Sterling. Maintain related training records
- Prepare and disseminate the required monthly/quarterly Contract Data Deliverables (CDRLs).
- Track and report contract performance metrics stipulated within the Statement of Work. Perform monthly invoice verification.
- Prepare five (5) year operating plans (OP) and quarterly forecasts (FC1-FC3-YE Outlook)
- Monitor contract work scope and operational costs.
- Make recommendations for adjustment requests to AHI.
- Lead budget oversight and mitigate cost overruns.
- Participate in Financial Reviews and Meetings
- Ensure billing is done on a monthly basis.
- Identify, study, and implement cost saving initiatives.

- Minimum of seven (7) years' confirmed experience in programs, logistics, customer service, training and/or technical support
- Five (5) years' confirmed experience in the helicopter/aviation industry

- Working knowledge and understanding of the Federal Aviation Regulations
- Minimum seven (7) years' confirmed experience in repairs, logistics and/or customer service in helicopter industry
- 2-year SAP experience

- Position requires key decisions related to the support solutions proposed to the customer. These decisions may require extensive gathering of accurate facts and circumstances to minimize risks and meet customer expectations. Key decisions will rely on establishing excellent rapport with the key players of the various support departments.

- This position reports to the Sr Director Customer Support, with no other direct reporting. Requires extensive collaboration with other key support departments. This position is a program/project lead that collaborates with functional support departments for completing actions, much like in a matrix organization.

- This position requires extensive knowledge of customer business model, market position and ability to analyze and communicate AHI's performances, processes, and any improvement plans to meet the customer's operational and strategic requirements. Key decisions are attributed to this position which set in motion extensive tasks or purchase of materials and must be substantiated with a decision matrix; could represent unnecessary expenditures in the millions of dollars if not appropriately reviewed.

- Communication with a wide spectrum of contacts which include internal functional departments staff and customer at all levels to disseminate the message intended whether in a dialogue interaction or in presentation mode. Excellent communication skills are required as daily interactions occur with both internal and external customers.
