Description
The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. The DMS Division of Long-Term Services and Supports (LTSS) is hiring a Nurse Consultant/Inspector. The LTSS division administers several Medicaid programs that provide long-term care to Kentuckians who are aged or have a disability. The goal of our division is to provide the support needed to meet an individual’s assessed needs and to give them an alternative to living in an institutional setting whenever possible. These programs include the Program of All-Inclusive Care for the Elderly (PACE) and long- term care services such as Intermediate Care Facility for Individuals with Intellectual Disability (ICF/IID), Hospice, Nursing Facilities and Pre-admission Screening and Resident Reviews (PASRR).

Responsibilities and duties include but not limited to:
- Interpret federal and state regulations.
- Provide technical assistance to providers, program participants or Medicaid members, and other stakeholders via phone, email, or other electronic means.
- Conduct desk-level and on-site monitoring activities as needed.
- Investigate reported program participant or member health, safety, and welfare concerns.
- Assist program participants or members in finding providers in their service area.
- Participate in the development of and/or recommend changes to Medicaid policies and regulations.
- Review and analyze program data.
- Attends professional meetings as needed to gather and/or distribute policy information.
- Exceptional written and verbal communication skills
- Experience with long-term care, home health, hospice, or private duty nursing
- Proficient in Microsoft office
- Ability to quickly learn Medicaid-specific computer applications
- Experience/knowledge of Nursing Facility/Pre-admission Screening and Resident Reviews /Intermediate Care Facility for Individuals with Intellectual Disability programs
Minimum Requirements
EDUCATION: See Special Requirements.
EXPERIENCE, TRAINING, OR SKILLS: Must have four years of experience as a Registered Nurse.
Substitute EDUCATION for EXPERIENCE: A bachelor's degree in nursing will substitute for the required experience.

Working Conditions
Work typically is spent in contact with providers and clients outside the organizational unit. May work in homes and neighborhoods in "at risk communities" for violence and drug abuse.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
