This position manages behavioral health continuing education for older adult treatment, plans the annual Behavioral Health and Substance Use Disorder Conferences, and analyzes legislation related to adult behavioral health. The ideal candidate will have skills in organization and event planning as well as work well with a wide range of stakeholders. About the unit:
This position resides in the Adult Services Team, in the Adult Services and Involuntary Treatment Section of the Division of Behavioral Health and Recovery. The team’s purpose is to support the HCA mission and strategic goals through ensuring delivery of high-quality mental health and substance use disorder (SUD) treatment though grants, statewide innovative health policies, and service purchasing strategies, including increasing access to community-based treatment for individuals living with behavioral health conditions.
This position is eligible to telework and is typically not required to report on-site.

Duties


Some of what you will do:
As the adult and older adult mental health subject matter expert, provide technical assistance and liaison with other divisions within HCA and other state agencies.


  • Provide clinical expertise and an in-depth understanding of the delivery of public behavioral healthcare within HCA and to other state agencies via participation in workgroups and committees, case staffing meetings, and other partnership opportunities as a subject matter expert.
  • Promote recovery-oriented treatment models and values through programmatic choices and actions.
  • As the Subject Matter Expert for treatment needs of older adults living with behavioral health conditions, liaison with the Department of Health’s Behavioral Health Licensing and Certification unit and the Department of Social and Health Services Aging and Long-Term Support Administration and other agencies and administrations as needed to support certification of Older Adult Specialists.
Coordinate and plan two recurring annual statewide conferences: the Co-Occurring Disorder Conference and the Behavioral Health Conference. The Behavioral Health Conference is managed in coordination with the Washington Behavioral Health Council. Also manage the Training Academies through University of WA, and additional continuing education.
  • Manage conference development and conference organizer contracts.
  • Organize and participate in conference planning committees and activities
  • Promote recovery-oriented models of care.
Perform policy analysis and consultation on a broad array of issues consistent with recovery-oriented behavioral health treatment values.
  • Conduct comprehensive analysis of legislative bills and provide risk assessment as well as recommended divisional stance on the legislation.
  • Assist in the development and implementation of WAC, administrative rules, and policies by providing SME input and recommended language.
  • Attend the Service Encounter Reporting Instructions (SERI) billing guide workgroup and other workgroups directing reporting rules and assist with SME input and recommended language.
  • Assist with implementation of administrative and programmatic changes prompted by legislation and rule change at the state and federal level via participation in workgroups and directly with contractors.

Qualifications


Required education and experience:

Master’s degree in social work, a health or social science, public administration or a related field AND three years of professional experience in planning, administering, developing, or delivering public mental health or substance use disorder services

OR

Bachelor’s degree in social work, a health or social science, public administration or a related field AND five years of professional experience in planning, administering, developing, or delivering public mental health or substance use disorder services

Required competencies:


  • Three or more years’ experience in the administration of mental health programs and services, with additional direct service clinical experience
  • Knowledge of mental health services system including program management principles and models of care, national and local trends in care and practice of managed care and other service delivery models
  • Contract development and management
  • Ability to communicate effectively orally, in writing, and through utilization of computer technology
  • Ability to effectively use spreadsheets and databases
  • Excellent interpersonal skills to communicate appropriately and effectively with persona at all levels of state and county government, behavioral health professional organization, behavioral health providers, and individuals receiving behavioral health services
  • Ability to use Microsoft Office products, including: Outlook, Excel, and Word, the internet and internal report writing, data management, and tracking systems
