Organizational Setting

The FAO Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of focused, multi-disciplinary projects and programmes. It identifies priority areas of action for the Organization in the Region, in collaboration with departments and divisions at Headquarters, and promotes the value and deliverables of the FAO’s New Strategic Framework within the context and outputs of work to help our Members achieve Better Production, Better Nutrition, a Better Environment and a Better Life for all – leaving no one behind.

The visibility of FAO’s successes in delivering its good public works within the framework of the abovementioned “Four Betters” is critical to the benefit of our Members and our resource partners. The Regional Office aims to raise visibility of its supporting role for regional policy dialogue on food security, agriculture and rural development issues, in its own right, and through the development, facilitation and emergence of regional Partnerships, to support capacity development and resource mobilization for food security, agriculture and rural development across the region.

At the FAO RAP, the Animal Health and Production Module is supporting delivery of the One Health Program Priority Area and the Regional Food Systems Transformation Initiative. Technical emphasis is placed on: 1) Improved Sustainable livestock production, good husbandry & farming practices including supporting the Animal Production and Health Commission for Asia and Pacific (APHCA): 2) Improved risk management, prevention and control of Antimicrobial Resistance (AMR); 3) Prevention and control of zoonotic diseases (emerging, endemic & food-borne) & transboundary animal diseases; and 4) Expanding One Health beyond animal & public health stakeholders, to be inclusive of the forestry, wildlife, natural resource management & environment sectors.

The position is home-based with travel to the Regional Office for Asia-Pacific (RAP).


Reporting Lines

The incumbent will deliver tasks and outputs under the overall direction of reports to Senior Animal Health & Production Officer.


Technical Focus

Recently, the One Health High Level Expert Panel (OHHLEP) released a revised definition of One Health, which recognises the linkages across human health, domestic and wild animal health, plants, and the wider environment, and emphasizes the need to tackle threats to health and ecosystems. This expanded view of One Health calls for greater engagement with the wildlife and environment sectors in One Health as equal partners to human health and animal health, who have, to date been leading in its implementation. To prevent further emergence of disease in humans and animals, it is necessary to better understand these drivers and the needed “upstream” interventions”, which fall under the responsibilities of the Ministries for Natural Resource Management, Forestry, Biodiversity, and the Environment.

FAO-RAP has been approached by the French Embassy Regional Counsellor in Global Health for South-East Asia and French Ministry of Foreign Affairs to lead the development of a Regional One Health Outlook Paper.

The objective of the outlook paper is to review and provides recommendations on emerging diseases in changing environments of Southeast Asia (SEA). The One Health Regional Outlook Paper will also provide the regional context for the development and implementation of the One Health Joint Plan of Action (OH JPA) framework in the region and build on the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) policy dialogue on the nexus of environment and health outcomes.

Under the direct supervision of the Senior Animal Health and Production Officer in FAO RAP in Bangkok, in close consultation with Regional One Health Coordinator, and under the guidance of the RAP Regional Emergency Centre for Transboundary Animal Disease (ECTAD) Coordinator, the One Health Consultant (Wildlife & Environment Specialist) will develop a Regional One Health Outlook Paper.


Tasks and responsibilities

The One Health Consultant (Wildlife & Environment Specialist) will develop the outlook paper in collaboration with the One Health Consultant (Veterinary & Public Health Expert) recruited for this project. The One Health Consultant (Wildlife & Environment Specialist) will be responsible for the wildlife & natural resource management, conservation, biodiversity, environment technical contributions to the outlook paper. It is expected that both One Health Consultants will develop the outlook paper together to produce a single version of the Regional One Health Outlook Paper.

To develop the Regional One Health Outlook Paper, the One Health Consultant (Wildlife & Environment Specialist) will:

  • In collaboration with the Senior One Health (veterinary & public health) Technical Advisor, co-lead the planning, implementation and development of the Regional One Health Outlook Paper for SEA. .
  • Organize and participate in an advisory committee for the project, which may consist of representatives from the French Ministry, the Institut de Recherche pour le Development (IRD), World Health Organization (WHO), World Organization for Animal Health (WOAH), United Nations Environment Programme (UNEP), UNESCAP, World Bank, Convention on Biological Diversity (CBD), FAO Country Representative Office in the Philippines, OHHLEP, amongst others.
  • Identify and map all relevant wildlife and environment One Health stakeholders & partners (international organizations, regional partners, non-governmental organizations (NGO’s), academia, civil society, etc.) undertaking One Health work in SEA. As well, as identify relevant, additional partners that should be engaged in One Health work in SEA, to ensure One Health programming is aligned with addressing threats to health and the environment, according to the newly revised OHHELP One Health definition (Dec. 2021)
  • Undertake a literature review of One Health publications/documents (research studies, policy papers, white papers, policy briefs, meeting documents from Conference of the Parties for multilateral environmental agreements (CBD, RAMSAR, CITES, CMS, etc) and publications from World Bank, Centre de Cooperation Internationale en Recherche Agronomique pour le developpement (CIRAD), UNEP, International Union for Conservation of Nature (IUCN), International Livestock Research Institute (ILRI), the Tripartite or Quadripartite (FAO, UNEP, WHO, WOAH)) with special emphasis on documents containing information of the linkages between environmental degradation, changing environments, deforestation, biodiversity and ecosystem loss, climate change and zoonotic or transboundary animal diseases disease spill-over or emergence.
  • Identify and map the gaps in One Health stakeholders & partners (international organizations, regional partners, NGO’s, academia, civil society, etc.) that should be engaged in One Health work in SEA, to ensure One Health programming and implementation that is aligned with OHHLEP One Health definition and vision.
  • Develop an outline of the Regional One Health Outlook Paper & table of contents to include at a minimum:
  • Executive Summary
  • Background/Introduction
  • Description of the problem and interlinkages between environmental changes and emerging infectious diseases with examples from the region
  • Description of other relevant issues contributing to environmental degradation in the region, and linked to health, including but not limited to agriculture & food production systems, deforestation, biodiversity loss, loss of ecosystem services, climate change, environmental contaminants & pollution, etc.
  • Gaps to be addressed to improve One Health in the region – policy, institutional, technical & operational
  • Define the role and contributions the Environment Sector can play in supporting One Health
  • Possible interventions that can be taken to prevent further environmental degradation, featuring those interventions that directly mitigate the risk of disease spill-over or emergence of zoonotic and transboundary animal diseases
  • Mapping and linking problems and interventions identified (3, 4 & 7) with the OH JPA framework – action tracks and activities
  • Recommendations and key messages to policy makers (regional and country) in relation to implementation of One Health and addressing threats to health and the environment.

  • Undertake a regional consultation with relevant stakeholders (at a minimum, WHO, WOAH, UNEP, UNESCAP, CBD, IUCN, Association of Southeast Asian Nations (ASEAN) and relevant bodies, the South Asian Association for Regional Cooperation (SAARC), the Pacific Community (SPC), Southeast Asia One Health University Network (SEAOHUN), Wildlife Conservation Society (WCS), EcoHealth Alliance, World Wildlife Fund (WWF), Center for International Forestry Research (CIFOR), etc.) to review the elements of the Regional One Health Outlook Paper and identify any gaps or additions needed.
  • Co-lead the development and writing of the initial draft of the Regional One Health Outlook Paper.
  • Undertake a regional consultation with relevant stakeholders to review the Regional One Health Outlook Paper and obtain feedback/comments
  • Revise, refine and finalize the Regional One Health Outlook Paper

Minimum Requirements

  • Advanced university/graduate degree in environmental sciences, natural sciences, resource management, ecology, wildlife, conservation, One Health, or other related fields;
  • Five years of relevant experience in wildlife or natural resource management, environment, ecology, conservation related programs or activities, experience in technical and policy writing, experience in project coordination and/or development of guidelines, policy briefs, reports within the UN system; in national and/or regional wildlife and environment programs or activities providing support to multiple disciplines, stakeholders, ministries;
  • Excellent working knowledge (level C) of English, ability to communicate clearly, and limited knowledge (level B) of one of the other UN languages (Arabic, Chinese, French, Russian or Spanish). For PSA, working knowledge of English would be sufficient.

Technical/Functional Skills

  • Knowledge and experience in designing and conducting evaluations with proven knowledge of quantitative and qualitative evaluation methods, including impact evaluation.
  • Collaboration expertise with different stakeholders (civil society, academia, government counterparts, private sector, general public) and ability to work with diverse staff in an international work environment
  • Excellent writing and analytical skill in drafting various types of reports;

  • Understanding of the purpose and functioning of technical Programmes, operational guidelines and Programme/project management procedures, preferably those adopted by the United Nations and/or FAO;
  • Previous work experience with the UN is considered a strong asset;
  • Previous experience in South and South East Asia and the Western Pacific would be an advantage

Selection Criteria

  • Wildlife and environment experience in more than one location or area of work, particularly in field positions and in different technical sectors;
  • Extent and relevance of experience in formulation, development and writing technical reports, publications, white papers, project documents, proposals inclusive of wildlife and environment sectors;
  • Level of experience working with counterparts from the ministries responsible for natural resource management, wildlife management, conservation, biodiversity and the environment;
  • Experience in One Health programs and coordination, collaboration with regional organizations, ASEAN, Quadripartite partners, and other relevant bodies in SEA;
  • Extent and relevance of experience in liaising with partners and institutional contexts;
  • Experience with working in One Health is an advantage;
  • Exposure and experience in working in the Asia-Pacific region is an advantage;
  • Culturally sensitive and able to conduct stakeholder consultations;
  • Ability to work under pressure in an independent manner.
