The Operations Supervisor - Transportation is responsible for planning, directing, coordinating, and supervising the functions and activities of the Operations Department – Transportation, which includes the transportation management center and its staff. Assists in the delivery of the Highway Preservation Program (HPP -includes pavement crack sealing, seal coating, mill and overlay projects), minor construction contracts, asset inspections, traffic sign/signal management, and NHI bridge safety inspection program and serves as the department head in his/her absence. Serves as the primary contact of the traffic management center and transportation maintenance operations and improvement projects including but not limited to advanced traffic management system and central signal system software. Continually strives to streamline processes and tasks utilizing technology.
The duties are as follows: Provide supervision and manages the County's highway and bridge maintenance functions. Inspect County roads to ensure safe driving condition and prepares plans for maintenance activities. Assist in long-range maintenance plans and annual budgets. Prepare work schedules, coordinate work of road/transportation maintenance, review road/transportation maintenance work and provide daily direction. Provide recommendations of specifications for new road/transportation equipment and supplies; coordinate and assist in the purchasing process; supervise the work of the transportation maintenance support staff and operate light and heavy equipment used in road maintenance as required. Coordinate training and certifications of staff. Assist in the management of the snow and ice control program and call out process. Coach, mentor, conduct performance appraisals for employees. Disciplines employees as required.
This position is subject to DOT drug and alcohol testing under 49 CFR Part 382 and 49 CFR Part 40.
- Develop, schedule, and coordinate routine transportation operations tasks/goals.
- Identify, schedule, and coordinate non-routine transportation operations tasks/goals.
- Coordinate activities within operations department, other public works departments, contractors, state and local agencies, and the public.
- Direct, manage and administer policy and procedures including hiring, staff evaluation, discipline, and grievance resolution in cooperation with Employee Relations staff.
- Organize and lead meetings with staff, contractors, various agencies.
- Determine equipment, material, labor, and consumable needs. Prepare specifications and implement procurement.
- Ensure work practices are safe, prepare JHA’s, prepare weekly safety discussions, and schedule/maintain safety trainings.
- Be on call 24/7, as assigned, and coordinate with Sheriff’s dispatch, address issues, and evaluate highway transportation conditions.
- Operate Cartegraph asset management Software daily. Create and assign tasks, monitor progress, prepare reports, evaluate assets, etc. Implement/Utilize technology to maximize effectiveness. Train staff to use Cartegraph and ensure their records are accurate.
- Lead the traffic management center, advanced traffic management system and central signal system software.
- High school diploma or equivalent.
- 5 years of related experience in civil engineering technology, highway maintenance or heavy civil/highway construction work.
- 2 years of supervisory or lead worker experience.
- Equivalent combination of education and experience.
- Class A MN Driver's License or ability to obtain license within one (1) year of hire.
Ability to obtain the following:
- Class A Commercial Driver’s License within 1 year of hire.
- U of M Construction Site Management within 1 year of hire.
- MnDOT Flagger Train the Trainer within 1 year of hire.
- MnDOT ADA Construction within 1 year of hire.
- MnDOT Traffic Control Supervisor within 2 years of hire.
- MnDOT Signal and Lighting within 2 years of hire.
- MnDOT Traffic Signs 101 within 2 years of hire.
- MnDOT Traffic Signals 101 within 2 years of hire.
- Successfully complete NHI Bridge Safety Inspector Course within 2 years of hire and achieve Bridge Inspection Team Leader status within 7 years of hire.

Final selection for the position will include successful completion of oral interview(s), reference checks, background investigation including FMCSA Clearinghouse, and pre-placement physical, including DOT screening.
