HE POSITION

Supervisor-Elect Ray Mueller for San Mateo County’s District 3 is seeking well-qualified applicants for the position of Outreach and Communications Legislative Aide.

The Supervisor-Elect will take office in January 2023 and is seeking an experienced Outreach and Communications Legislative Aide to become part of his team of committed public servants, to perform outreach to constituents across District 3, the largest District in the County.

Working with the Supervisor and his Chief of Staff, the Outreach and Communications Legislative Aide will lead the day-to-day management of office outreach, including creating public serving informative and engaging content in digital, print, and in-person formats.

This is an amazing opportunity to combine a keen interest in government and politics with outstanding skills in outreach and communication.

Specifically, the Outreach and Communications Legislative Aide will:

  • Use digital and print media to engage and serve constituents, empower the office to respond to requests for assistance, and promote office and County policy initiatives.
  • Manage digital channels (website, email newsletter, YouTube, social media, Nextdoor, blogs, vlogs, podcasts) and manage print content and press releases
  • Draft press releases and op-eds, pitch press opportunities, field reporter inquiries, and facilitate media appearances by the Supervisor. (These responsibilities will be commensurate with the background and experience of the selected candidate.)
  • Research, design, and implement culturally competent surveys across digital media channels to capture public input and comment on policy issues and social concerns.
  • Plan, produce, and create a program of digital content to be used across all digital channels, increasing engagement with our constituents and stakeholders coordinated with our office’s policy objectives.
  • Develop creative ideas, suggest new innovative ways of delivering digital content, and keep up to date with the latest digital marketing trends, informing the Office of changes that are relevant to the outreach activities.
  • Create, edit, and distribute content, including film, photos, and graphics across digital channels.
  • Manage office responses and interact timely with constituents and other stakeholders via the office’s social media accounts.
  • Set key performance indicators (KPIs) for social media campaigns, such as targets for a certain number of shares or views and measuring a campaign’s performance against the KPIs.
  • Participate in community outreach providing staff support to the Supervisor at meetings and events, attending meetings and events on behalf of the Supervisor, identifying collaborative opportunities within the community, and maintaining relationships with constituents and stakeholder groups within the district.

Because of the technical and creative aspects of this position, requirements for the position include:

  • Bilingual skills with written and spoken proficiency in English and Spanish.
  • Bachelor’s or higher degree in communications, marketing, or a similar field.
  • Three to five years of experience creating strong, engaging digital content.
  • A portfolio of applicable outputs.
  • Demonstrated excellence in writing, proofreading, and editing.
  • Experience in shooting and editing high-quality, compelling audio and video content.
  • Experience managing website, website SEO, and email newsletters.
  • Competency in modern digital media tools including Facebook, Instagram, Nextdoor, Twitter, YouTube, SurveyMonkey, etc.
  • Excellent oral, written, and interpersonal skills.
  • Organizational proficiency, including the ability to prioritize, handle multiple tasks simultaneously, and meet deadlines.
  • Ability to quickly read and summarize a significant volume of complex information.
  • Strong judgment, high energy, and self-motivation.
  • Strong listening and communication skills.
  • The capacity to work both independently and collaboratively.
  • Ability to work efficiently without compromising quality or accuracy.
  • Schedule flexibility – occasional evening and weekend work will be required.
  • General knowledge of local, state, and federal government and the role and basic functions of county government in California.

The ideal candidate will have experience working in a governmental, political, or legislative organization as a Legislative Aide, Communications Specialist, or in a similar position.

The Legislative Aide position is a full-time, unclassified, at-will position.  This position will not lead to full-time, permanent (classified) employment with the County.  Ideally, the person hired for this position will work with the Supervisor throughout his tenure with the County.

ABOUT SUPERVISOR-ELECT MUELLER
Ray Mueller was elected to represent District 3 on the San Mateo County Board of Supervisors in the November 2022 General Election. Previously, Supervisor-Elect Mueller served ten years as a Menlo Park City Councilmember, holding the title of Mayor twice.

Supervisor-Elect Mueller attended the University of California, Berkeley, College of Natural Resources as an undergraduate and received his Juris Doctor from the University of California, Hastings College of Law. While studying in law school, he interned at the California Office of Legislative Counsel in Sacramento. He holds a certificate in Diversity and Inclusion from Cornell University’s online platform, eCornell.

ABOUT THE BOARD OF SUPERVISORS
In brief, the San Mateo County Board of Supervisors:

  • Sets legislative policy for the efficient administration of County government and the delivery of services to the residents of San Mateo County.
  • Exercises legislative and quasi-judicial authority to promote and protect the public health, welfare, and safety of the residents of the County.
  • Serves as the governing body for the Housing Authority and 47 Special Districts; and consists of five members who are elected to four-year terms, who may serve a maximum of three consecutive elected terms.
