Pay range: $24.26 - $29.68/hour DOQ

JOB SUMARY:
Under general supervision of the Building Official or the Planning and Building Services Manager, this position is responsible for performing a variety of complex and specialized duties related to the building permit process. This position is a front-line position that requires thorough knowledge of the County’s permit processes, and departmental procedures and administrative provisions. This position is responsible for providing excellent customer service and working with customers to process various permits and implementing the County’s short-term rental permitting program. The following is a list of the various types of processes expected for this position: Receive and enter into the system building permit submittals; issue over-the-counter permits; coordinate the review of building permits for other departments; schedule inspections; maintain building permit files; coordination of all final approvals from all permitting departments for the issuance of certificates of occupancy; and providing building code and permit procedure information to the public.
PRINCIPAL JOB DUTIES:
Permit Services Duties
- Work directly with contractors, property owners, and other customers to review and approve routine permit requests.
- Determine the nature of the permit request in order to evaluate the permit type, and direct the customer through the approval process.
- Assist the public in person, through email, and on the telephone by providing general information regarding building permit requirements, inspection, code enforcement, and information of the permitting process.
- Accept, enter into permitting system, review, and track building permit applications and related submittal for accuracy, completeness, and compliance with established policies and procedures.
- Track permit submittals and follow up with responsible parties, utilizing communication systems to keep parties informed.
- Coordinate the permit review process and route all submittal documents and related plans to the appropriate permitting department; issue permit when ready and complete.
- Consult with planners, engineers, plans examiners, inspectors and other professional and technical staff on more complex permitting requests, unusual designs, and issues of conformity and compliance.
- Provide information to all permit holders for inspection procedures and requirements.
- Coordinate with all other permitting departments for the issuance of the certificate of occupancy.
- Process and issue over-the-counter permits including, but not limited to; re-roof, mechanical, and solar permits.
- Prepare, track, and follow up on building permit expirations
Short Term Rental Permitting Program
- Manage the County’s short-term rental permitting program and maintain a positive working relationship with any third-party contractors used to track short term rentals in the County.
- Process short term rental permit applications
- Track and achieve compliance of properties with conditions and requirements.
- Develop a positive working relationship with short term rental permit holders and applicants to assure a well-implemented program.
General Office/Customer Service Duties
- Assist building inspectors and plans examiners by performing records research and compiling data.
- Schedule inspections for building inspectors as needed.
- Maintain and update paper and electronic filing and record-keeping systems; update customer handouts.
- Answer telephone and provide clerical support for Community Development Division staff as needed.
- Process accounts receivable. Audit, prepare, record, and submit expenditure vouchers and invoices for payment; and track expenses.
- Provide clear and concise customer service; answer questions and guide customers through processes.
- Attend meetings as necessary.
- Adhere to all County policies and procedures, and all laws and regulations as they pertain to assigned area.
- Other duties as assigned by the Building Official and/or Planning and Building Services Manager.
MINIMUM JOB REQUIREMENTS:
EDUCATION/TRAINING:
- Must have a high school diploma or equivalent. Associates degree is preferred.
LICENSE/CERTIFICATION:
- Permit Technician Certification is required to be achieved within one year of hire date
- Notary Public Certification is required within one year of hire date.
EXPERIENCE:
Minimum one (1) year of experience in building permit processing or equivalent experience in the field of building, planning or engineering, and minimum of one (1) year related customer service experience; or equivalent combination of education and experience.
KNOWLEDGE, SKILLS, & ABILITIES:
Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
Computers and Electronics — Knowledge of electronic equipment, and computer hardware and software, including applications
Legal & Rules — Knowledge of statutes, regulations, ordinances, and procedures of other permitting department is desirable

Reading and Interpreting Maps – The ability to interpret maps and site plans and understand the scaling associated with
Building Plans – Proficient in reading and interpreting building plans
Mathematics — Knowledge of basic arithmetic
Specific Knowledge to Departments - General knowledge of department-related building codes, policies, procedures, related statues and their application (or able to learn quickly)
Critical Thinking — Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
NECESSARY SPECIAL REQUIREMENTS:
- Must have valid Colorado Motor Vehicle Driver’s License
- Must pass background check: Criminal, Traffic, and Credit/Financial_Conviction of a crime will not be an absolute bar to employment
