Long Beach is a full-service Charter City governed by nine City Council members who are elected by district and a Mayor that is elected at-large. Elected officials also include the City Attorney, City Auditor, and City Prosecutor. The Council Members and the Mayor are subject to a three-term limit, which allows them to serve for a maximum of twelve years. The City Council appoints a City Manager and a City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. The City of Long Beach provides all traditional public services. In addition to its traditional services, the City also maintains one of the world’s busiest seaports, which serves as a leading gateway for international trade. Long Beach also has its own full-service commercial airport, and is one of only three cities in California with its own Health Department. Long Beach is supported by a total FY 2021 budget of approximately $2.6 billion, with the General Fund budget totaling $543.6 million. The Long Beach Police Department’s mission is public safety through partnerships. The Department provides a diverse array of services in order to safely and constitutionally address a variety of public safety concerns; its core services include 24/7 response to 9-1-1 emergencies and general calls for service, criminal investigations, victim support, police contract services supplied to external agencies, and a growing workload stemming from federal and state legislative mandates. The Police Department has over 1,187 employees with a budget of $269 Million. The Business Operations Bureau has 38 employees and an operating budget of over $10.8M Million. The Personnel Division is one of two divisions in the Business Operations Bureau. The Personnel Administrator is a member of the Department's Command Staff Team and reports directly to the Business Operations Bureau Chief.
T H E P O S I T I O N
The Personnel Administrator is an at-will management position that that reports to the Manager of the Business Operations Bureau and is responsible for directing the Department’s Personnel Services Division to ensure efficient human resources and payroll services. The Division, which includes two Administrative Analysts, one Assistant Administrative Analysts, one Administrative Aide, five Payroll Personnel Assistants, and two Clerk Typist, provides payroll, personnel, and human resources-related support to the Department’s six bureaus and 1,200+ personnel. Working with the Department of Human Resources, the Personnel Administrator interprets departmental and citywide personnel and administrative policies and procedures and ensures that uniform and consistent human resources best management practices are followed.
The Personnel Administrator will be an innovative manager who will provide experienced leadership in the provision of human resource services to Police Department personnel. This demanding position requires an energetic, organized, flexible individual who responds well in a fast-paced environment and has exceptional customer service skills.
EXAMPLES OF DUTIES
- Serves as a member of Command Staff and provides guidance regarding the City’s personnel policies and procedures, Civil Service Rules and Regulations, and human resources best practices;
- Oversees all aspects of payroll and benefits for the Department, including record management;
- Manages department labor relations including joint labor/management committees, grievances, negotiations/meet and confers, and application of collective bargaining agreements;
- Develops and revises Department policies and procedures;
- Advises supervisors regarding personnel related issues and reviews applicable documentation for appropriateness, etc.;
- Develops, administers, and interprets Departmental personnel and administrative policies and procedures in coordination with Department team;
- Reviews classification specifications and utilization, employee salaries, and policies and procedures on an ongoing basis and coordinates updates, as needed;
- Oversees recruitment, selection and onboarding processes;
- Interprets and applies federal and state laws, as well as the City's policies and procedures, rules and regulations, and memoranda of understanding (MOUs);
- Represents the Department on various Citywide committees;
- Serves as the department liaison to the City Attorney's Office, Civil Service Department, and Human Resources Department; and,
- Performs other related duties as assigned.
T H E I D E A L C A N D I D A T E
The following are desirable qualifications:
- Professional human resources certification (e.g. PHR, SPHR, SHRM-SCP, IPMA-SCP, etc.).
- Experience working on public safety related issues.
The ideal candidate will demonstrate:
- Broad understanding of Human Resources practices and procedures;
- Background in labor relations, with an understanding of meet and confer/clarify guidelines and labor management meetings specifically.
- Highly developed organizational and planning skills so that workflow is managed efficiently and accurately.
- Skill at assessing work and setting priorities, taking initiative and exercising sound independent judgement;
- Ability to handle frequent interruptions while completing multiple assignments with competing deadlines.
- Ability to gather information, identify research resources, and find solutions;
- Ability to establish, build, and maintain effective working relationships with all levels of the organization;
- Ability to handle confidential department and employee information with complete discretion; use a high degree of tact, diplomacy, and discretion in dealing with sensitive and confidential situations;
- Ethical behavior and a high level of integrity;
- Dedication to quality customer service and continuous improvement.
- Excellent written and oral communication with the ability to communicate ideas in a concise, easily understandable manner.
- A high level of proficiency in the use of MS Office, including Word and Excel, Outlook, and other related applications;
REQUIREMENTS TO FILE
- A minimum of five (5) years of progressively responsible experience performing a variety of personnel-related duties of a complex nature;
- A minimum of two (2) years of supervisory experience;
- Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Human Resources Management, or a related field (proof required*).
- Valid motor vehicle operator license (Required to obtain a California motor vehicle operator license within 6 months of employment if license is out of state. DMV K4 driver license information report printout required during onboarding if selected for position).
- Willingness to be on call and work after hours either remotely or in person to respond to urgent human resources issues.
