Fairfax County is seeking a Revitalization Program Manager for its Community Revitalization Section within the Department of Planning and Development.

Serves as a member of team responsible for county's commercial revitalization and reinvestment initiatives. Responsible for developing, facilitating, promoting, and coordinating revitalization projects, programs, plans and initiatives in assigned areas. Assists the community in developing and implementing the vision for assigned areas. Responsibilities may include fostering economic development opportunities, assisting with public/private partnerships, review of development proposals, supporting complex planning studies and Comprehensive Plan amendments, applying urban design guidelines in the review of development proposals and Comprehensive Plan amendments, designing and managing community engagement processes, and other aspects of planning, revitalization and redevelopment. Assists in the general administration of the revitalization program. Works closely with area revitalization groups, land owners, residents and developers. Coordinates closely with other county departments. Represents the Department with the public, before the Board of Supervisors, and with federal, state and local agencies.

In accordance with current Fairfax County telework and personnel policies, this position is eligible for partial telework. Telework enrollment and continuance is subject to supervisor approval and County policy.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university in a planning related field; plus four years of experience in a planning-related field.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Master's degree from an accredited college in urban or regional planning, urban design or related field (i.e., landscape architecture, or architecture). Experience with: revitalization districts; comprehensive planning; community engagement; use of incentives such as tax increment financing and/or community development authorities to spur revitalization; familiarity with Main Street programs or related approaches to economic reinvestment; and experience with redevelopment and/or revitalization projects or programs. Ability to create new strategies, approaches, or programs to foster revitalization. Ability to negotiate with developer applicants and affected stakeholders. Familiarity with place making and tactical urbanism. An understanding of urban design principles and practice, including implementation of streetscape plans and design guidelines. Proven ability working with citizens, citizen groups and public officials. Excellent verbal and written communication skills. Strong research and analytical skills. Experience using PowerPoint or similar, and Adobe Creative Suite (Photoshop, InDesign, Acrobat); and familiarity with GIS. Ability to manage variety of tasks simultaneously, and to work both independently and in a team environment.

PHYSICAL REQUIREMENTS:
Work is based in a standard office environment using standard office equipment. Must be able to enter and retrieve data using a computer keyboard and must be able to make verbal and written presentations. All duties performed with or without reasonable accommodation.
