Job Summary

This is a non-sworn position with no arrest authority or authorization to carry a firearm unless authorized by the Chief of Police. This position will assist with administrative duties that do require knowledge and experience of a previously sworn officer. The Police Support Officer will be assigned accordingly within the agency to support the Department’s needs. This position can be part- time upon request and with the approval of the Chief of Police.

The City of Decatur is a drug-free workplace. This includes marijuana. Candidates will be subject to a pre-employment drug screen, physical and background check post offer.

Major Duties

  • Performs various duties that may require prior experience of a sworn Illinois Peace Officer.
  • Collects, processes, and stores evidence.
  • Performs traffic control at accident scenes, parades, and other events.
  • Performs administrative duties to assist the Department, such as vehicle equipment inventories; city ordinance paperwork; intra-city department mail runs; equipment maintenance and tracking; acts as a liaison with the city garage for vehicle maintenance; receives and logs subpoenas; registers sexual offenders; receives and routes phone calls; and assists with duties related to training, recruiting, and hiring.
  • Enforces the towing of vehicles in support of the City’s abandoned vehicle ordinance.
  • Responds to, handles, and takes initial reports on non-priority details in the community such as found property; previous criminal damage and thefts with no suspect information; collection of evidence; and road hazards.
  • Completes reports that are identified as tele-serve and walk-in calls for service which includes delayed reported crimes.
  • Navigates various databases and information systems to search and gather report-related data.
  • Testifies in court as needed.
  • Delivers police-related ordinance violation paperwork such as liquor and place of amusement violations.
  • Performs other duties as assigned.

Knowledge & Skills

  • High school graduate or equivalent. Additional college education in Criminal Justice or a related field is preferred.
  • Two years of experience in law enforcement, investigations, or related capacity with knowledge of Illinois criminal law.
  • Be 21 years of age or older and possess and maintain a valid Firearm Owner’s Identification (FOID) card or ability to obtain FOID card upon hire.
  • Possess and maintain a valid Illinois driver’s license.
  • Ability to pass a thorough background check, have sound moral character, no felony convictions, and no associations with gang or drug activity.
  • Submit to being fingerprinted and having an annual criminal history check.
  • Obtain less than full-access Law Enforcement Agency Data System (LEADS) certification upon employment and maintain this certification throughout employment.
  • Ability to complete all in-service training required for the position.
  • Skill in communicating clearly and effectively both orally and in writing.
  • Ability to problem solve.
  • Ability to interact with the public professionally and politely.
  • Ability to write and type basic police reports.
  • Knowledge of relevant software applications including Word, Excel and Outlook.
  • Ability to maintain confidentiality.
  • Knowledge of Illinois criminal and traffic laws.
  • Knowledge of local ordinances.
  • Ability to effectively elicit information from interviews of subjects.
  • Ability to navigate information systems to gather and report relevant data.
  • Ability to multi-task in a fast-paced environment.

Supplemental Information

RESIDENCY REQUIREMENT

Employees shall reside within the corporate limits of Macon County or within the corporate limits of any municipality extending into Macon County. Upon original appointment, such appointees may reside outside said limits but shall be required as a condition of continued employment to comply with said residency requirement within twelve (12) months.


SICK LEAVE: 10 days of sick leave credit on first day of employment; thereafter 1 day per month granted, accumulative to 240 days

VACATION: After completion of six months of continuous service, 5 duty days; 3 weeks after 1 year of service; 4 weeks after 10 years of service; 5 weeks after 20 years of service; 1 additional duty day per year after 25 years of service (to a maximum of 30 duty days)

PENSION: Employees of the City of Decatur contribute to the Illinois Municipal Retirement Fund (IMRF) at the rate of 4.5% per pay. The City of Decatur also contributes a percentage for the employee each pay. Employee contributions are refundable if employment ends before retirement.

OTHER: The City offers a three-tier health insurance plan for employees and their dependents. Employees contribute toward the monthly premium for single coverage and/or family coverage through payroll deduction. The City provides a life insurance policy at one times the annualized salary plus an additional $5,000 at no cost to the employee. Dependent coverage is offered. Employees may purchase additional term life on a voluntary basis. Employees also may purchase additional term life insurance sponsored by IMRF. Employees may contribute to a Flexible Spending Account for Medical and/or Dependent Care Expenses. Employees may participate in a voluntary group dental and vision insurance plan. Deferred compensation is also available.
