Northrop Grumman
is currently seeking a Principal Systems Engineer Level 3 in our Engineering department for our Elkton, Maryland office. The position can be worked remotely but preference will be for those that reside near the Elkton, Maryland office.

The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Job Summary

Develop programmatic Statements or Work, Basis of Estimates, and System Specifications. Perform technical planning, system integration, verification and validation, cost and risk, and requirements development for propulsion based systems. Direct internal teams in decomposing high level requirements in an AGILE environment and refining them to be applied at the system level. Write and develop system verification and validation plans. Support implementation of programmatic plans for Systems Engineering efforts (SEMP, MBSE, etc.). Work in a dynamic cross-functional team to meet schedule objectives and deliverables.

Job Responsibilities

  • Works with the customer and internal program team to decompose program level requirements into applicable system and component level requirements.
  • Develops and maintains program DOORs 9.6 modules.
  • Creates, manages, and approves the requirements verification and validation methods and the accompanying database provided to the customer.
  • Supports in developing the Test, Quality, and Verification and Validation Plans for a program.
  • Works with the internal SE team to develop and implement Systems Engineering process improvements to the business unit.
  • Leads and develops the Statement or Work and Basis of Estimates for Systems Engineering Related activities as part of proposal efforts.
  • Performs Risk and opportunity Management for a program including leading the development of technical and programmatic risks, and running Risk Review Boards.
  • Provide required program management office and mission planning support (CDRLS, Metrics, Earned Value, etc.).
  • Leads, prepares and presents system engineering materials during System Requirement Review, System Functional Review, Preliminary Design Review, Critical Design Review and System Verification Review and other formal program reviews.
  • Provides IPT leadership and primary interface to customer for System Engineering Activities.
  • Performs and manages cost estimates and project planning for a significant portion of larger project.

Basic Qualifications Principal Systems Engineer 3:

  • Ability to obtain a Secret Clearance, which requires US Citizenship as a pre-requisite
  • Bachelor’s Degree in Engineering & 5 years of experience or Master’s Degree in Systems Engineering with 3 years of experience or a PhD.
  • Proficient ability to use Microsoft Office suite (Excel, Word, Power Point, Project)
  • Excellent interpersonal, communication, writing, presentation and critical thinking skills.
  • Ability and willingness to travel to meet with various customers, in both government and industry, and to interface with suppliers.
  • Experience with Risk Management Tools.
  • Experience using DOORs
  • Experience with Model Based Systems Engineering

Salary Range: $95,100 USD - $142,700 USD
Salary Range 2: $99,800 USD - $149,800 USD


Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
