The Process Safety Team Leader is responsible for providing overall oversight regarding compliance requirements of Process Safety Management (PSM) and the Risk Management Plan (RMP). This position ensures compliance with agency rules and regulations and Phillips 66 directives and management systems.
Responsibilities May Include:
Participating and promoting all aspects of the refinery safety program; visibly demonstrating commitment to the workplace safety and health of employees and contractors through personal engagement and sound decisions
Ensuring site compliance with safe work practices and departmental procedures
Managing and overseeing the refinery’s compliance with federal and state PSM and RMP regulations
Managing and executing implementation plans for new or modified regulations
Providing oversight and ensuring the refinery is in compliance with PSM related Refining Required Standards
Managing the Process Hazards Analysis (PHA) process; ensuring a high level of integrity and quality are present in the PHA process
Managing the Management of Change (MOC) process; ensuring changes are managed in a diligent and safe manner
Leading the refinery incident investigation process including uploads to the corporate HSE SharePoint site.
Managing facility siting program
Refinery expert, owner, and manager of the Incident Management System
Developing, analyzing and reporting PSM leading and lagging metrics
Providing education and training on PSM topics to refinery personnel and stakeholders including Joint Health & Safety Committee
Participating in the refinery internal and compliance auditing activities
Striving to continuously improve overall HSE performance
Basic/Required Qualifications:
Legally authorized to work in the job posting country
Bachelor’s degree in Engineering or equivalent field
5 or more years of experience in Operations or Maintenance
5 or more years of experience in a Refinery or Chemical industry
3 or more years of experience in process safety
3 or more years of experience with PHA/LOPA
Working knowledge of industry standards and recommended practices (API, NFPA, ASME, etc.)
Working knowledge of functional operation of safety systems
Willing and able to perform and comply with the following:
+ Travel up to 5% of the time
+ Be on call 24/7/365
+ Work safely near large, hot, high-speed machines
+ Climb ladders and stairs up to 200 feet in height
+ Work around chemicals, including acids and bases
+ Work around hydrocarbons under high pressure and heat
+ Work outside in harsh weather conditions
+ Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.)
+ Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
Possess a valid driver’s license

Preferred Qualifications:
3 or more years of direct supervisory experience
Qualified PHA/LOPA facilitator
Proficient in SAP, Impact, KMS and other Ferndale Refinery applications

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation
The base pay range for this role is $112,500.00 - $147,00.00 per year depending on a candidate's relevant work experience and education.
