Job description

Under the leadership of the Director of Procurement, the position is responsible for managing and monitoring the day-to-dayoperation of the procurement card program and systems, Oracle Supplier Portal, departmental website, all electronic systems, and subsequent manuals.

ESSENTIAL TASKS

    Provide training, guidance, and technical support to procurement cardholders.
    Run custom reports and maintain all procurement card data spreadsheets.
    Interact with the banking institution to include the issuance of cards, maintenance, troubleshooting and cancellation of cards.
    Work with the Office of Business Services and the Department of Internal Audit to ensure the accuracy of the procurement card and Oracle Supplier Portal programs comply with the procurement manual.
    Identify program deficiencies and conduct timely research and consultation to determine methods for correction and improvement; recommend improvements to streamline procurement card processes.
    Assist suppliers with Oracle supplier portal access and make necessary updates and troubleshoot errors.
    Prepare and analyze reports to monitor the procurement card and Oracle program for compliance.
    Assist in resolving conflicts and implementing improvements.
    Take appropriate action to ensure satisfactory contract progress and compliance.
    Monitor and identify potential theft and/or abuse; conduct on-site visits, thorough audits, research, and consultation to monitor compliance and timely use of the program.
    Maintain a set of standards by which the program outcomes are measured.
    Research, test, and make recommendation and implementation for new technologies.
    Attend advanced training and incorporate new processes.
    Oversee updates to the internal/external procurement website.
    Maintain all office electronic procedures.
    Maintain current, broad knowledge of the field by attending appropriate related training, researching trade journals, internet resources, and networking with peers and other experts as appropriate.
    Attend meetings and conferences as required.
    Perform related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Must have a thorough knowledge of standard procurement practices, policies and procedures, a thorough knowledge of school system routines and procedures, and a good understanding of School Board Policy and State Code as it relates to procurement. Knowledge of how a procurement card program integrates into a successful procurement system and an advanced understanding of procurement card programs and the ability to troubleshoot as needed. Must have the ability to communicate with vendors and internal customers; make decisions, resolve conflicts, and work within
established laws and policies. Must have a professional demeanor, good organizational skills, and the highest ethical standards. Must possess excellent computer skills, good oral and written communication skills, and have experience using and training others to use automated procurement or procurement card systems. Must be proficient in using software programs such as Word, Excel, PowerPoint, and SharePoint. Must have the ability to work independently and under pressure and communicate and work effectively with the public.

EDUCATION AND EXPERIENCE

Required: Associate degree in business, accounting, finance, or a related area; or a high school diploma or higher with four (4) or more years of experience in a governmental procurement setting. Advanced training in a variety of application software, network software, and troubleshooting of network software and hardware problems. Experience in an office environment in software support and training.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Frequent sitting, walking, bending, grasping, fingering, repetitive motion, and reaching. Occasional standing, stooping, and crouching. Ability to lift up to 20 pounds occasionally. Requires timely and regular adherence to established work schedules.

Possession of a valid driver's license.

Salary Range: From/To

Salary range: $54,434-79,342

Salary will be based on job-related creditable years of full-time, verified work experience. Entry-level salary will be awarded at the time of hire. Upon the return of employment verification forms from the candidate's current and previous employers, the salary will be adjusted if creditable full-time experience is confirmed.
