Responsibilities


The Program Administrator is responsible for developing, implementing and maintaining regulatory policies, procedures and programs to ensure environmental compliance with a focus in waste management rules and regulations, thereby contributing to environmental responsibility and uninterrupted operation of District facilities and operations. Relevant regulations include TSCA, RCRA, EPCRA, Nebraska Titles 126 Rules and Regulations Pertaining to Waste, 128 Nebraska Hazardous Waste Regulations, and 132 Integrated Solid Waste Management Regulations. Principle responsibilities include waste management, regulatory and risk management support, and permitting.

Responsible for developing, implementing and maintaining regulatory policies, procedures and programs to ensure environmental compliance in waste management activities across the District.

  • Determine applicability of federal, state, and local environmental rules, regulations and legislation affecting District operations, with emphasis on waste management related and risk management issues affecting the electric utility industry.
  • Coordinate and prepare impact analysis of proposed rules, regulations and legislation to support corporate strategy and policy development, thereby ensuring cost-effective environmental/regulatory compliance.
  • Represent the District as an environmental liaison to regulatory agencies, providing oral and written public testimony consistent with District strategies and policies.
  • Accountable for permitting new and existing waste streams.
  • Responsible to plan for future District waste permitting needs and related compliance strategies.

Develop, coordinate and monitor District environmental programs for results and compliance.

  • Responsible for timely issuance of environmental permits and licenses to ensure efficient and uninterrupted operations.
  • Responsible for timely reporting and correspondence with regulating agencies as required per the applicable permits.
  • Interpret and determine relevant environmental regulations for District projects based on in-depth existing regulatory process knowledge or discussions with agency personnel.

Qualifications


Required:

  • Bachelor’s Degree in an environmental, scientific or engineering discipline OR eight (8) years of experience in a related field.
  • Five (5) years of environmental permitting experience.
  • Knowledge of Environmental Protection Agency (EPA), Nebraska Department of Environment and Energy (NDEE) , United States Army Corps of Engineers (USACE), and US Fish and Wildlife Service (FWS) rules and regulations

Desired:

  • Master’s Degree in an environmental, scientific or engineering discipline.
  • Licensed Asbestos Management Planner, Certification in RCRA Hazardous Waste Management, Certified DOT Hazardous Waste Management, Certified Hazardous Material Manager, Nebraska Underground Storage Tank Class A/B Certified.
  • For effective cross-functional support, knowledge of NPDES permitting, including Storm Water Pollution Prevention Plans (SWPPP); State Historical Preservation Office (SHPO) processes.
