ORGANIZATIONAL OVERVIEW
East Bay Agency for Children’s (EBAC) mission is to improve the well-being of children, youth, and families by reducing the impact of trauma and social inequities. EBAC strives to reduce barriers that contribute to disparities in wellness for socio-economically disadvantaged and racially marginalized families and to create communities where all children and families have support systems to reach their full potential.
EBAC was established in 1952 when a group of parents of children with autism wanted to give their children the same educational and recreational opportunities that contribute to the physical well-being and social growth of all children. From this was born the first day-treatment program west of the Mississippi and was the foundation of growth in meeting the needs of children and families living in the San Francisco Bay Area, and especially in Alameda County.
Today, EBAC’s programs serve over 10,000 children, youth and families throughout Alameda County each year with the goal of giving each child and family the specific resources, skills, and support they need to help them reach their full potential. POSITION OVERVIEW
EBAC’s School-Based Behavioral Health (SBBH) Division provides therapeutic supports to over 1,000 children and youth in 40 Oakland, Fremont, Hayward, San Lorenzo, Newark and San Leandro public schools each year. Reporting to the SBBH Senior Director, the SBBH Program Director provides administrative and clinical leadership and oversight to school-based mental health services for children, families and communities in school sites throughout Alameda County.

QUALIFICATIONS and COMPETENCY FACTORS
- Possess a valid California Board of Behavioral Sciences/Board of Psychology Clinical License for minimum of two years.
- Minimum of five years’ progressive management experience preferably in an organization serving diverse populations including providing trauma-informed and culturally relevant mental health and/or social services.
- Experience providing culturally responsive and trauma-informed care to children, youth and families in community mental health.
- Strong organizational/time management skills; ability to multi-task in a fast-paced and often stressful environment; demonstrated flexibility in regards to job duties and assignments.
- Excellent written and verbal communication skills including ability to effectively communicate with all levels of staff and community partners.
- Commitment to EBAC’s mission, vision and values and a demonstrated affinity for EBAC’s target population.
- Bilingual (Spanish) a plus.
RESPONSIBILITIES
- Under the oversight and in partnership with Senior Director, implement a program design and service modalities that best meets the needs of the program service population in accordance with the agency’s Strategic Plan and Theory of Change.
- Ensure the delivery of qualitative and quantitative goals and outcomes of program services; provide monthly reports to Senior Director on key performance indicators.
- Develop and maintain a supportive and high performing, data-driven workplace culture aligned with EBAC’s mission, vision and values.
- Develop shared goals with partners and oversee collaborative relationships with partners and funders.
- Ensure high quality documentation and compliance with Medi-Cal standards; Lead the implementation of monthly chart Utilization Review.
- Ensure program compliance with requirements of contracts, regulation, accreditation and other agency policy.
- Hire, supervise and evaluate clinical supervisors.
- Oversee and support the recruitment, hiring and on-boarding of all team staff.
- Oversee Continuous Quality Improvement (CQI) activities that meet or exceed all, contractual and regulatory requirements and drive to improved impact.
- Participate in bi-monthly CQI meeting to review policies and procedures, problem solve challenges, address and mitigate risk.
- Oversight of incident tracking, reporting, and management
- Manage all new referrals and intakes in accordance with the program policies and procedures.
- Provide clinical supervision to clinicians, as needed.
- In partnership with the Senior Director, continuous monitoring, adapting and/or expanding services to meet changing needs of all stakeholders.
- Participate in individual, agency-wide, or division-specific initiatives to advance systems change through political action or advocacy.
- Performs other duties as assigned.

- Work is an office setting.
- Work requires travel between sites to attend meetings.
- Ability to drive, with appropriate driver’s license and insurance; or access to a car.
- Periodic lifting up to 25 pounds is required.
