CE Program Manager of Evaluation & Impact - Corporate Office - Boston, MA / RemoteGeneral Statement of Duties:
The Community Engagement Program Manager of Evaluation & Impact will lead the department's efforts to become more evidence based and data driven in measuring the impact of resident services and the programs implemented at the properties. The Program Manager will be integral in collaborating with the VP and SVP of Community Engagement to develop a set of outcomes and metrics for the department to strengthen Beacon’s ability to share the impact of resident services and the investments made. The Program Manager will assess the current data collection systems and develop a plan for what data to collect and how to use it to provide the ongoing information needed to assess if CE is meeting its goals.
Program Manager of Evaluation & Impact Role:
- Lead the department's data strategy to create a set of outcomes and metrics.
- Lead data management and analytic efforts to ensure robust data practices are used to inform policy and programming.
- Develop and manage processes, learning formats, and communication tools to ensure research, measurement, analysis, and evaluation results are disseminated in practical and actionable formats for Community Engagement staff and leadership.
- Conduct quantitative and qualitative data collection and analysis, such as surveys, focus groups, interviews, content coding, descriptive statistics, inferential statistics.
- Manage Community Engagement databases to ensure the quality of data, program compliance, and timely entry from all system users. Support Area Resident Service Managers (ARSM) to solve issues related to data systems at properties.
- Conduct and review various data management components and strategies across various projects, such as data collection, data entry, data cleaning, creating data dashboards, protecting data quality and confidentiality, training staff on various data management strategies.
- Provide technical assistance, coaching, and training to ARSMs, Resident Service Coordinators, and site teams to help create and implement programmatic work plans that address resident needs and Beacon’s Community Engagement objectives.
- Provide data literacy coaching and support to Community Engagement staff to understand and evaluate data.
- Foster and support applied research partnerships that answer operational questions, inform organizational strategy, and contribute to the national dialogue around affordable housing and homelessness.
- Knowledge, Skills, and Abilities
- Deep knowledge of and experience in program evaluation and project management.
- Experience translating program evaluation findings into improvements to current program effectiveness and future program development.
- Demonstrated ability to create systems and infrastructure to support cross site programmatic initiatives.
- Ability to turn data into information and then use that data to tell the story of success and challenges for both internal and external audiences.
- Demonstrated strong analytic ability with experience working in R, SAS, STATA, Python, or similar programming languages.
- Experience planning and carrying out quantitative research projects from beginning to end.
- Ability to effectively interact and communicate with all levels of staff at the corporate and site level who have different levels of understanding of the role of evaluation.
- Experience training staff in software and procedures, such as creating virtual toolkits and resource materials to help guide staff.
- Excellent time management and organizational skills with demonstrated problem solving initiative.
- Intermediate or advanced proficiency in Microsoft Office programs (Word, Excel, PowerPoint)
- Self-starter who can work independently and as part of the team to carry out and prioritize multiple ongoing projects.
- Passion for social justice, housing equity, and working with a broad range of stakeholders to help support residents.
- Preferred:
- Intermediate or advanced proficiency in data visualization tools (Power BI, Tableau, etc.)
- Intermediate or advanced proficiency in survey methodology
- Demonstrated knowledge and experience with affordable housing and/or other social service policies and practices
- Demonstrated knowledge and experience in Efforts to Outcomes (ETO), RedCap, Salesforce, CRM, or other databases systems
- Master’s Degree plus five years of relevant work experience (degree should be in Sociology, Education, Anthropology, Public Health, or another similar field and advanced statistical course work preferred).
- Minimum of two years of experience in the nonprofit or in an education or education focused sector, with the ability to evaluate, organize, and analyze programs, preferably across multiple locations.
