In collaboration with and under the direction of the Asst. Vice President of Quality Programs and the Director of Quality Management, the Quality Project Manager is responsible for managing quality improvement projects and performing data analytics that support the CH Quality Strategic Plan. This position also provides education in the area of quality improvement to departments, providers, and the community, and assists in ensuring compliance with regulatory and accrediting organizations.

The incumbent must exhibit strong analytical and critical thinking skills, demonstrate initiative and resourcefulness, and possess strong communication skills with the ability to work effectively with others.


DUTIES/RESPONSIBILITIES:


PROJECT MANAGEMENT

  • Ensures the definition of project objectives, scope, technical and operative feasibility and involves all relevant stakeholders.
  • Leads and facilitates all phases and techniques appropriate for a respective initiative including and not limited to: planning, design, build, testing, training, implementation, analysis and closure.
  • Collects and documents project requirements, assists development of solutions and workflows.
  • Ensures projects are delivered within the approved scope, schedule and budget.
  • Develops, maintains or facilitates comprehensive project documentation as appropriate for a respective initiative.
  • Manages change to project scope, schedule and budget.
  • Performs risk and issue management addressing mitigation and resolutions accordingly.
  • Works as liaison between IT and clinical disciplines to ensure accurate communication about requested information and that the most effective and efficient process efforts are achieved.
  • Educates providers and other organizational departments on workflows and initiatives that support the project and improve member outcomes and satisfaction for assigned population(s).

DATA ANALYTICS

  • Understands, designs and implements data collection methodologies;
  • Develops analysis and reporting capabilities;
  • Continuously monitors and reports performance and quality control results;
  • Interprets analytical outcomes from the data (including trends and variances) to support the quality improvement decision making process. Converts the results of data analysis into meaningful business information and conclusions.
  • Identifies opportunities to integrate data from existing and new clinical/information systems
  • Responsible for the analysis and review of data acquired from diverse medical record systems, clinical information systems and other sources.
  • Ensures integrity of data and the data process. This includes: investigation and knowledge of data sources and the data process workflow; recommending data collection processes/workflows that support the efficiency and effectiveness of data that is collected; and auditing results to ensure data validity and reliability.
  • Works extensively with other project team members to identify, analyze and recommend solutions related to collection and reporting of performance improvement data to streamline processes and improve data integrity.
  • Performs ongoing analysis of gaps in clinical care and barriers to care; ensuring alignment of all interventions with regulatory agencies
  • Service as a subject matter expert as it relates to recommended data sources, sample sizes, benchmarks, data collection methodologies, trend analysis, interpretation of data specification manuals, and other data validity/reliability functions.

POSITION REQUIREMENTS AND QUALIFICATIONS:


Education:


  • Bachelor's degree in Health Care Management or Business Administration. Advanced degree (MA, MBA, etc.) preferred.
  • Clinical degree and/or experience working in a healthcare environment is highly desirable.

Skills:

  • Proficient skills in all phases of data processing and analysis
  • Advanced proficiency in Microsoft Office (Word, Excel, Power Point), Basic knowledge of Microsoft Access. Use of statistical applications a plus
  • Understanding of basic statistical techniques and methodologies
  • Strong data representation skills – appropriate graphical representation, use of tables, and other report formats
  • Ability to learn and become proficient in a variety of vendor software programs with minimal instruction
  • Strong attention to detail.
  • Good communication and interpersonal skills that support productive work with all levels of staff
  • Ability to use critical thinking and apply sound judgment and assessment for decision making.

Experience:

  • Minimum of 2 years working as a data analyst required
  • Project Management certification a plus
  • Experience with data queries, report configuration and presentation required
  • Prior Healthcare Industry work experience preferred
  • Experience with Physician Practice/Ambulatory setting administrative coding: ICD-10, HCPC and CPT coding preferred
  • Interdisciplinary team work experience
  • Strong background and knowledge of the patient health record a plus
