Responsibilities:
The Proposal Manager is responsible for all aspects of proposal development efforts to include directing and coordinating the activities of Proposal Volume Leads, writers and technical experts to produce high-quality, winning proposals. The Proposal Manager is responsible for working closely with the Business Development Manager to develop and articulate technical and management solutions for proposals, whitepapers, oral presentations, and other proposal materials. This individual will contribute to proposal development writing efforts, when required. The individual will work with Vice Presidents, Contracts and Program Managers, as well as teammates to create and deliver the required responses. Work will be performed in both Dahlgren, VA and Fairfax, VA as required.
Manage all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer.- Helps the Business Development Director to identify and secure the resources necessary to develop the proposal.
- Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other proposal requirements and communications, and determine final document structure.
- Prepare detailed proposal plans, schedule outline and compliance matrix for assigned pursuits. Strong organizational management skills and attention to detail are essential attributes. Must be able to do general editing of written material, writing new material or working with reuse material, proofreading and performing quality check of proposals under tight deadline constraints.
- Coordinate and lead major project meeting events, such as Kick-off Meetings, Strategy Meetings, color team reviews, etc.
- Develop targeted questions and interview technical and program management staff to extract critical information necessary to develop technical and managerial solutions.
- Ability to respond and coordinate multiple proposals sometimes simultaneously.
- Must have 3+ years of professional hands-on technical writing experience, preferably in Federal acquisition for DoD weapons systems support and associated professional services, particularly Naval Combat Systems, Naval Logistics/Supply chain, as well as IT experience / knowledge.
- Must have strong Microsoft Office and similar tools and skill sets to support proposals, document preparation, and graphics.
- Must be familiar with a formal proposal process such as Shipley.
- Bachelor's degree in English, Business, Information Technology, or a related field.
- Experience with producing a capability matrix, proposal outlines, managing the proposal process and writing assignments.
- Experience managing and authoring technical, compliant, compelling and competitive proposals and responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and Capability Statements/Sources Sought Notices.
