MetaPhase Consulting is a rapidly growing small business focused exclusively on Federal Government IT and Management Consulting engagements. In addition to demand accelerating, we have recently gained access to a number of large Government Contract vehicles that have positioned us to increase the number of proposals we’ll submit each year.

We are in search of an ambitious candidate to support our Proposal team. The ideal person has an understanding of the Federal proposal process, is organized, and interested in autonomy and can support the proposal process from evaluation of opportunities through submission of proposals. Our vision is to be the best in the business at executing the proposal process to maximize efficiency and quality, and to limit the strain on our staff that disorganized proposals cause!

Basic Qualifications (Required)

• 4-6 years professional experience in federal proposal development, with 2-3 of those years in a proposal management functional role
• Strong organizational and facilitation skills
• Strong writing - especially as it pertains to Federal IT and Management Consulting topics
• Bachelor’s degree - preferably in a technical field, business, and/or in Management
• Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint)

Essential Responsibilities

• Support development and preparation of high-quality, compliant, and compelling proposals
• Coordinate White Paper development, RFI Responses, RFP Responses, and applications for GWACS
• Develop and maintain proposal schedules, driving the proposal team in adherence to the schedule
• Review, parse, and analyze RFIs, RFPs, BAAs, and Task Order requirements to organize a compliant response
• Support development of the Win Strategy and Capture Plan to include the Customer Value Proposition, and generation of substantiated key messages and discriminators. Ensure key messages are flowed down to and captured in the proposal
• Be able to manage multiple proposals or task order responses concurrently
• Work collaboratively across the company; gain broad awareness of MetaPhase capabilities, past performance, and discriminators and, where relevant, recommend insertion into proposals
• Take an active role in business development and be willing to take on a variety of other business development support roles beyond proposal management (research, writing, BD metrics reporting, capture, etc.)
• Ability to surge/work overtime as needed to meet government mandated proposal timelines
