Introduction

This Public Information Specialist is responsible for planning, coordinating, and administering all aspects of the College outbound communications through the media and directly to the public, as well as internal college-wide information dissemination. This position is also responsible for developing appropriate campus processes in support of these efforts. This position is responsible to prepare or review of news releases and photographs; prepare and distribute publications, plans and coordinate events, receptions, career fairs, etc. by utilizing traditional and electronic publishing technologies. The position serves as the main point of contact with counterparts at other University of Hawai‘i campuses. The goal of outbound communications is for the public to obtain an accurate understanding of the College’s mission and work, including responding to media inquiries, press releases, press interviews, press conferences, educational outreach, social media activity and long-term strategic planning. The goal of internal college-wide information dissemination is for all College personnel to have awareness of the College’s mission and work, in addition to fostering personnel well-being and maintaining morale.

Duties And Responsibilities:

  • **Prioritizes the various news and events originating from the campus and determines the appropriate medium to disseminate the information, e.g., UH News, social media, College’s Annual Report, College’s News and Events Bulletin, etc.
  • **Executes the functions of planning, organizing, directing, and coordinating the external affairs of Kapi‘olani Community College as they relate to the college, media, community, government, & public relations; academic, administrative & student affairs, & alumni programs.
  • Maintains close and effective working relations & communication with the Board of Regents, legislators, state, federal, private & public agencies, media; & coordinate the dissemination of information relating to campus operations, programs and activities.
  • **Communicates and collaborates with UH News and UHCC Communicators and disseminates relevant information to the appropriate campus constituents.
  • **Coordinates and manages the reporting of events, awards and special programs by providing the narrative, quotes from participants, photos or videos, to the appropriate channels.
  • **Coordinates and manages the development and implementation of communications and/or marketing initiatives for the College, such as printed electronic materials, visual displays, website presence, mobile applications, social media, etc.
  • **Creates communications and/or marketing strategies and plans, and administers budgets and reports on results of strategies and plans.
  • Recommends and reports communications and/or marketing trends.
  • **Reviews, analyzes and evaluates existing publications activities (e.g., publicity of college programs and activities, soliciting of donations) and revise if needed
  • **Maintains working knowledge of the College's enrollment, retention, transfer, and graduation trends, and supports student success initiatives on campus.
  • **Coordinates with appropriate college staff to promote the college, its programs, & enrollment through outreach activities, info sessions, orientations, in-service training, enrollment activities, college fairs, receptions/orientations, or media venues.
  • **Participates in relevant meetings with College constituents and UH System communications personnel and committees.
  • **Designs communications and/or marketing materials, and develops plans for distribution.
  • **Conducts presentations, when needed, to internal and external constituents to promote the College's efforts.
  • **Adheres to UH, UHCC, and KCC policies on communications guidelines and procedures and advises, consults and communicates new ideas and concepts to administration, faculty and staff and develop internal guidelines for dissemination of information on policies, procedures and techniques
  • **Observes and supports the College's Mission, Strategic Plan, and other plans, and disseminates information as needed.
  • **Serves as the liaison to the UH System Public Relations Office
  • Represents the college on the UHCC System Marketing/Communications Committee
  • Serves as the Chancellor's representative at various meetings and conferences within the University, state, nationally and internationally.
  • Serves as the Chancellor's assistant and advisor in the formulation and modification of policies, procedures and concepts as they relate to programs and activities which enhance campus’s role and participation in higher education.
  • Assists the Chancellor and administration with legislative and community relations activities; may serve as the primary College liaison with government, media, and community.
  • Makes recommendations directly to the Chancellor and modify marketing and recruitment efforts accordingly to meet the needs of the College.
  • Travels to attend and participate in off-campus meetings. Off-island travel may be required.
  • Ability to work outside normally scheduled working hours including nights, weekends, and holidays as directed.
  • Performs related work as required and assists with other duties and assignments in areas as assigned.

Minimum Qualifications:
  • Possession of a baccalaureate degree in Communications, Business Administration, Education Administration, Public Administration, Educational Communication and Technology, Public Relations International Business, Marketing, Journalism and/or related fields AND 3 year(s) of progressively responsible professional experience with responsibilities in public relations, sales, promotions, marketing, social media, or web marketing; or equivalent education/training or experience.
  • Considerable working knowledge of principles, practices and techniques in the field of publications development, public and media relations, communications and/or marketing or related fields as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with community college publications.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Desirable Qualifications
  • Experience working in a post-secondary education institution.
  • Ability to communicate the core of the College’s mission to internal and external audiences.
  • Knowledge of applicable policies, procedures, and practices typical to an institution of higher education and state and federal rules and regulations relevant to communications and/or marketing, fund development and project management support.
  • Progressively responsible related professional experience in communications and/or marketing.
  • Ability to use applicable technology and software applications to support program operations and program initiatives, such as website presence, mobile applications, social media, and hard copy materials.
  • Considerable working knowledge of workforce education and training needs and trends locally, domestically, and internationally.
  • Considerable working knowledge of business relations development and contract execution with local, domestic, and/or global clientele.
  • Ability to analyze information, resources, and markets and to prepare and maintain comprehensive records and reports.
  • Ability to establish professional relationships within various markets.
