Position Description

The Quality Control Manager/Site Safety and Health Officer (QCM--SSHO) is the lead company professional responsible for management and oversight of quality and safety compliance on construction projects with authority to act in all QC and safety matters for MVL. The QCM-SSHO will work closely with the project team to ensure all project requirements are planned, executed, and documented.

The following represents routine tasks and responsibilities performed by the QCM-SSHO.

· Develop an effective Contractor Quality Control Plan (CQCP) aligned with the project contract requirements. The CQCP shall consist of methods, procedures, and organization necessary to guide subcontractors, vendors, and MVL personnel to ensure all quality objectives are addressed.

· Conducts routine inspections of all materials and workmanship. Document inspection findings, issue non-compliance notices, and implement corrective action for deficiencies identified.

· Plan, coordinate, execute, and document the 3-phase process in accordance with USACE CQM standards.

· Attend and take minutes of project meetings, including QC, kick-off, and coordination meetings.

· Enforces compliance with the project CQCP and correction of non-compliant work.

· Communicate and enforce industry standards, codes, and manufacturer guidelines for each specific area of construction.

· Document and record all field inspections and corresponding follow-up reports.

· Provide evidence to the government that inspections meet contract requirements and pass all codes specifications of applicable governing codes.

· Ensure products and equipment installed meets manufacturers recommended installation procedures

· Maintains, control, and document all construction activity, including any delays, loss of work time, weather events, non-compliance, and labor and equipment usage rates.

· Maintain RFI and correspondence log in RMS, including tracking responses and distributing them to stakeholders.

· Provides all necessary documentation to the client as required by contract.

· Maintains a neat and orderly file and administrative office system for document control

· Liaise with Client Representatives on all quality, technical, and safety-related matters

· Routinely advises Project Manager regarding project status and develops contingency plans to ensure that work stays on schedule and within budget.

· Reviews plans for the execution of all work by subcontractors, vendors, and assigned MVL personnel

· Enforces and supports the project site working culture of zero-tolerance safety violations.

· Provides documentation of work performed for billing purposes

· Resolves and escalates issues in a timely fashion

· Ensure MVL’s CQCP, safety policies, and cost control methods are implemented consistently and transparently for all contracted tasks and functions.

· Maintain positive relationships with clients, designers, and the subcontractor community through effective written and oral communication.

· Subcontractors’ performance monitoring and control to achieve program/project objectives of safe and timely completion of work within the budget.

· Routine communications and internal reporting on project-related activities

Preferred Skills/Capabilities/Experience:

· 5+ years leading construction project sites for commercial, industrial, and federal construction projects.

· Detail-oriented, analytical skills (critical)

· Excellent communication, teamwork, and organization skills

· Ability to supervise and mentor others; strong interpersonal skills.

· Detailed understanding of the different construction trades and the scopes of work associated with trade work.

· Strong ability to read and understand technical drawings, including Architectural, Structural, Mechanical, Plumbing, Electrical, and Civil drawings (critical)

· OSHA 30 certified

· USACE/NAVFAC Contractor Quality Management (CQM) certified

· Team player with a collaborative attitude

· US Government construction project experience (preferred but not required)

· College Degree in construction or engineering field (preferred but not required).
