Job Duties
The selected candidate will provide oversight of statewide radio program. Serve as contract monitor. Provide recommendations for system upgrade and improvements. The ideal candidate will also be responsible for ordering and keeping an inventory of radio parts and related items. Additionally, the candidate will manage the operation and maintenance of VDOT's two-way radio system statewide. Oversee the evaluation, design and planning for radio system expansion and enhancement. Provide technical consultation on radio systems, wireless technologies and emergency planning and response. Serve as VDOT's representative to other government agencies and industry groups and organizations. Finally, the ideal candidate should have knowledge of basic electronics and radio programming radio frequencies, and FCC records and license preparation.
Position specific responsibilities and duties will include, but are not limited to:
- Assist in management of radio system: To include new radio requests, AASHTO Frequency Coordination, and FCC records and license preparation.
- Oversee installation and/or repair equipment at field locations: Identify required components for new installations.
- Financial Management – Manage and oversee financial, accounting, and budgetary.
- Contract management – Oversee contractor performance is in accordance with applicable contract.
- Project management of Radio Program – Provide oversight to statewide management and coordination of repairs and testing for performance.
- Procurement of Goods and Services – Determine radio needs for equipment and supplies.
Minimum Qualifications
- Ability to maintain records for inventory, procurement and other business requirements.
- Knowledge of or skill in the use of wattmeter, multimeter, SWR meter, communications systems monitor or equivalent testing equipment.
- Skill in the use of computers and web-based equipment, including radio programming software.
- Ability to work with non-technical users to identify and resolve technical problems.
- Ability to provide extraordinary customer service.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Ability to develop, interpret, apply and make changes to policies and procedures.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Skill in the use of computers and software applications.
- Knowledge of research methodologies.
- Knowledge of business management practices and techniques.
- Ability to coordinate multiple complex projects.
- Ability to work independently and manage a wide array of projects.
Preferred Qualifications:
- Bachelors Degree; or equivalent experience or training may substitute for education.
- Specialized training or education in electronics.
- Experience troubleshooting fixed and mobile radio installations and radio system components.
