Summary

Maintaining ownership records while supporting real property and tangible personal property staff and customer support for Ad Valorem taxation purposes using accepted appraisal standards set by the
International Association of Assessing Officers (IAAO), the State of Tennessee Division of Property
Assessment (DPA) and the Montgomery County Assessor of Property. Performs other duties, as necessary, to achieve the highest level of cooperation and enhance the effectiveness and efficiency of all departments within the Assessor’s office.

Essential Daily Duties and Responsibilities: include the following. Other duties may be assigned.

  • Analyze and research documents related to ownership and legal descriptions, including: deeds, wills, divorce decrees, tax sales, regional planning office forms, etc. and apply necessary changes in ownership, physical address, and mailing addresses to City and County property records using computer-assisted mass appraisal (CAMA) software within Tenn. Code Annotated law and office policy.
  • Manage workloads within areas of responsibility, to include assigned workloads related to mandated process for keeping accurate ownership, mailing and physical address, City & County building permits, greenbelt applications, informal appeals, and tax aggregate adjustments to tax rolls while maintaining internal and external quality assurance guidelines within scheduled, legal deadlines.
  • Real Property and Tangible Personal Property support for other staff with property owners, attorneys, title companies, realtors, mortgage originators, accountants, and peripheral governmental offices.

Additional Duties and Responsibilities: include the following. Other duties may be assigned.

  • May assist supervisors in establishing new assessment standards, forms, and procedures.
  • Assist property owners by competently understanding property appraisal and taxation processes while developing and maintaining knowledge and understanding of assessment and appraisal practices and laws, including tax freeze and other abatement programs.
  • Participate in data, and scheduling, preparation for County Board of Equalization hearings.
  • Participate in data quality assurance analysis and gather property record cards for annual inspections by Division of Property Assessment, under Comptroller of Tennessee.

Supervisory Responsibilities

No personnel supervisory responsibility but may assist in training new real property tech staff. Position reports directly to Office Manager.

Education and/or Experience

This position requires a High School diploma (or its equivalent) with a minimum of three to five years of customer service and appraisal experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Ability to gain and understand knowledge of the local real estate market. Incumbent is required to attend continuing education courses relating to the field of property assessment, to maintain a uniform standard of professionalism.

Special Skills and Knowledge

This position requires effective oral and written communication skills, excellent interpersonal skills, and intermediate computer literacy. This includes an intermediate understanding of Microsoft Word, Outlook, and Excel. Ability to use general office equipment, and computer and/or data processing equipment. Must develop and maintain a working knowledge and understanding of local real-estate market.

Language Skills

Incumbent must possess the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Incumbent must possess the ability to write reports, business correspondence, and procedure manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the general-public.

Mathematical Skills

Incumbent must possess the ability to work with mathematical concepts such as probability and statistical inference, and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Incumbent must possess the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Incumbent must possess the ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Incumbent must possess competent spatial awareness and analysis abilities.

Certificates, Licenses, Registrations

Must obtain an Assessment Level II certification within allotted time referenced in Montgomery County
Assessor of Property Education Policy.

Physical Demands

While performing the duties of this job, the incumbent is regularly required to sit, talk, and hear. The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The incumbent is required to stand, walk, stoop, kneel, crouch, crawl and climb or balance regularly. The incumbent must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

Work Environment

Incumbent also spends time in-office and may be exposed to long hours of sitting and/or standing. The noise level in the work environment is usually moderate.
