Purpose of the Office of the Clerk and Recorder
The Clerk and Recorder’s Office exists to support and educate our community through prioritizing trust, inclusion, accuracy, and continuous improvement.

About the Clerk and Recorder
The Clerk’s Office consists of five divisions: Accounting, Administration, Elections, Motor Vehicle, and Recording. We provide all of the associated services to the residents and businesses of Adams County.

We are looking for a person who is passionate about our mission and informing the Adams County residents about our work and the services we offer. Assignments for this position are diverse in nature and require determining practical solutions in a fast-paced environment.

Examples of Duties for Success

  • The Community Engagement Administrator will play a key role in engaging & educating Adams County residents and stakeholders about the work of the Office of the Clerk and Record.
  • The Administrator will supervise and develop the Engagement Team’s work plan, including tracking metrics and goals.
  • Develops clear goals, tracks, and reports on metrics and progress of the engagement program.
  • Manages the agency’s engagement strategy by working with the Directors and Administrators of the different divisions and the County Communications Department.
  • Develops tools to identify, track, cultivate, and strengthen external relationships.
  • Manages implementing and developing new public outreach tools for the office.
  • Work independently, manage tight schedules, handle multiple tasks simultaneously, and sometimes work nights and weekends.
  • Represent the Clerk and Recorder’s office and participate in Registered Neighborhood Organizations (RNOs), Business Improvement Districts (BIDs), and community/ public meetings as deemed necessary.
  • Build & cultivate relationships/partnerships with civic engagement organizations and community leaders, including voter registration groups, faith, schools, businesses, HOAs, professional organizations, etc.
  • Collaborates with city agencies and other government agencies to identify needs and potential solutions to complex problems or strategies.
  • Create and maintain neighborhood/stakeholder constituency lists.
  • Support community events by neighborhood by maintaining a community calendar and attending/supporting events as needed.
  • Troubleshoot neighborhood impacts and ensure two-way communication between residents and the Clerk & Recorder’s office.
  • Works with communication specialist to develop marketing, outreach, and engagement materials.
  • Prepare agendas, programs, and other meeting materials.
  • Arrange meeting room setup, meals, and equipment for events.
  • Manage and assess multiple high-priority programs and priorities.
  • Actively look to expand the Office’s role in the community.
  • Other duties as assigned.
  • This person will work independently, manage tight schedules, handle multiple tasks simultaneously, periodically work nights and/or weekends, and travel as necessary

Qualifications for Success

  • Bilingual in another language commonly used in Adams County; preferably Spanish.
  • Knowledge of and experience working within Adams County’s neighborhoods and community groups
  • Demonstrated supervisory experience.
  • Experience with external communications developing outreach plans with metrics.
  • Experience building coalitions with service providers and other government agencies.
  • Ability to work with diverse communities.

More Qualifications for Success

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :
  • Experience Requirement: At least 5 years of professional experience performing communications, marketing, and/or public relations in non-profit or campaign work engaging diverse audiences via outreach tools.
  • License/Certifications: Requires a valid Driver's License at the time of application.
